<br />PROCEEDIN3S CF CITY COON:IL <br />PUBLIC HEARIN3 <br />CITY OF RAt1SEY <br />ANCI\A CDUN!'Y <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, l-"~rch 22, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding 1988 seal coating irrq;>rovement projects. <br /> <br />M:mlbers Present: Mayor Gary Reimann <br />Councilmernber Al Sorteberg <br />Councilmernber Al Pearson <br />Councilmember Steve DeLuca <br /> <br />Also Present: City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />Community Developnent Director Anne Norris <br /> <br />!>Embers Absent: Councilnember Arnie Cox <br /> <br />'GicijJ~J" lro ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:47 p.m. <br /> <br />PRESENl'ATION <br /> <br />City Engineer Raatikka stated that the areas proposed for seal coating in <br />1988 are Barthel's Rum River Acres 1st and 2nd Additions, Phase I; Bowers <br />Drive N.W.; 157thLane N.W.; Deerwood Addition; Shady Lawn Estates and <br />Zirconium street N.W. <br /> <br />City Engineer Raatikka stated that the reasons for sealcoating are: 1) <br />provide an abrasion resistant surface; 2) provide low cost all-weather <br />surface; 3) provide skid resistant surface; 4) decrease permeability of <br />surface; 5) give new life to surface; 6) improve surface irregularities; <br />7) improve visibility of street at night. <br /> <br />Mr. Raatikka stated that sealcoating consists of cleaning and sweeping <br />streets, adding bituminous material and then split rock material. <br />Sealcoating is not intended to be an overlay; it is a surface application. <br />Prior to sealcoating, the City will repair cracks and potholes. <br /> <br />Y.x.
