<br />Councilmember Cox noted that most of the concerns of metro municipalities <br />conflict with the concerns of those communi ties on the outer edge of the <br />metro area. Ramsey City Council supports rural municipality legislation <br />and objects to metro legislation that generates support for innercourse <br />cities. <br /> <br />Mr. Hartley stated that he has reviewed the policies of AMM and he doesn't <br />believe there are any policies on their ballot that would be in conflict <br />with the interests of Ramsey. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />designate Mr. David Hartley as Ramsey' contact person for legislative <br />issues. <br /> <br />Further Discussion: Councilmember Cox stated that any issues brought to <br />101r. Hartley's attention that appear to be in conflict with the policies of <br />City Council should be brought to the Council's attention by Mr. Hartley. <br /> <br />1'1otion carried. Voting Yes: Mayor Reimann, Councilulcmbers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />f) Acquisition of easements from Burlington Northern for storm sewer <br />improvements - <br /> <br />Mr. Hartley stated that Burlington Northern has agreed to accept from <br />Ramsey a one-time payment of $150 for eas~ments for storm sewer <br />improvements rather than an up-front payment and annual payments as long as <br />the facilities remain in their =ight-of-way. <br /> <br />MotioD by Councilmember Sorteberg and seconded by Councilmember DeLuca <br />authorizing entering into an agreement to pay ~150.00 for a lifetime <br />easement across Burlington Northern right-of~way fer storm sewer <br />improvements. <br /> <br />Further Discussion: Councilmember Cox stated that he thinks it might be <br />possible to obtain t:~at lifetime easement for no fee; if not, this motion <br />should stand. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mayor Reimann inquired as to the status of implementation of the private <br />railroad crossing at Dayton Port for Northfork truck traf::ic. <br /> <br />Mr. Hartley stated that :Burl ington Northern is requiring North Fork to <br />fence and gate Dayton Port before tbey will begin making improvements to <br />tbe c=ossing. <br /> <br />Counci:member Cox stated that be bas met with Pat Kennedy of Burlington <br />Nortbern regarding possible alignments for relocating tbe railroad tracks. <br /> <br />Council directed staff to researcb what revenue sources might be available <br />City Council/Decemb€= 22, 1967 <br /> <br />Page 12 of 15 <br />
