<br />10 Minutes CASE 116: <br /> <br />LABOR NEGOTIATIONS <br />1989 CONTRACTS <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />In past years the City Administrator has conducted labor negotiations with <br />assistance from Labor Relations Associates (a professional labor relations <br />consultant). This method has proven to be very time-consuming and costly in <br />terms of time spent by the City Administrator. <br /> <br />This year the Council may want to use the services of labor relation <br />consultants to expedite the process and avoid the excessive demands on the City <br />Administrator's time. <br /> <br />Recommendation: <br /> <br />Based on their specific expertise, it is recommended that the City <br />Administrator be authorized to use the services of Mr. Bernard Steffen of <br />Steffen Munstenteiger to negotiate the contract and issues with American <br />Federation of State, County, and Municipal Employees and the services of Labor <br />Relations Associates to negotiate the contract and issues with Law Enforcement <br />Labor Services. <br /> <br />Council Action: <br /> <br />Motion to: <br />Authorize the City Administrator to utilize the services of Mr. Bernard <br />Steffen and Labor Relations Associates during the contract negotiations <br />for 1989 labor agreements and issues. <br /> <br />Review Checklist: <br /> <br />Administrator -X- <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />~ <br />
