<br />J No sale, consumption, or possession of liquor, wine, or 3.2 beer <br />~ll be permitted during gambling conducted by a licensed organization, <br />except as permitted under a valid on-sale liquor, wine, or 3.2 beer <br />license, or a bottle club permit; provided further that no sale, <br />consumption, or possession of liquor, wine, or 3.2 beer shall be permitted <br />in the room where a bingo session is taking place; <br /> <br />(b) No organization shall be eligible for a gambling license unless, for <br />the three (3) years immediately preceding the date of application, it has <br />demonstrated that during that period it has performed substantial services <br />within the City of Ramsey or on behalf of residents of Ramsey; <br /> <br />(c) No more than two (2) bingo occasions each week shall be conducted by <br />any organization. No person who leases premises to two (2) or more <br />organizations for purposes including the conduct of bingo shall allow <br />more than two (2) bingo occasions to be conducted on the premises in any <br />week; <br /> <br />(d) Gambling locations shall be limited to one (1) licensed gambling <br />organization at anyone time in the licensed premises and any rooms <br />adjoining the premises under the same management. No lease shall be made <br />with one organization while another lease is in effect for the same on- <br />sale establishment; <br /> <br />(e) Every agreement between a non-profit organization and a gambling <br />location owner for gambling shall be in the form of a written lease. The <br />written lease shall be the complete agreement between the parties, and <br />there shall be no unwritten terms or conditions. The lease shall <br />specifically provide that the lessee shall operate only after issuance of <br />a license and shall be subject to the terms of this ordinance; <br /> <br />(f) A copy of any lease agreement between a non-profit organization and a <br />gambling location owner or operator shall be filed with the City <br />Administrator with the gambling license application; <br /> <br />(g) A lease agreement between a non-profit organization and a gambling <br />location owner or operator shall not provide for rental payments based on <br />a percentage of receipts or profits from lawful gambling. There shall be <br />no other compensation paid to the gambling location owner or operator, <br />directly or indirectly, other than the rental fee provided in the lease <br />agreement. The maximum rental fee shall be six hundred dollars ($600.00) <br />1ier onth; <br /> <br />() Gambling shall not be conducted from a counter, bar, or other area <br />h . e alcoholic beverages of any kind are sold for consumption. <br /> <br />(i) The gambling operations shall be maintained by the organization <br />licensed to conduct gambling and shall be under the exclusive control of <br />that organization. The organization licensed to conduct gambling shall <br />prominently display its name at the location where the gambling devices <br />are distributed or used and shall indicate the intended use of all <br />profits from gambling; <br /> <br />(j) No employees or agents of the gambling location shall be paid for <br />handling gambling devices, gambling money, prizes, or gambling <br />records; <br /> <br />?? <br />
