That Commercial Asphalt Company, hereinafter referred to as "Applicant" <br />bas properly applied for a conditional use permit to construct and operate <br />a commercial aspbalt bituminous plant in tbe I-I Industrial district. <br /> <br />2. That tbe Applicant appeared before tbe Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D of tbe Ramsey <br />City Code on September 1, 1987 and that said public bearing was properly <br />adverti~ed and that tbe ~inutes of said public bearing are bereby <br />incorporated by reference. <br /> <br />3.
