No person may ride or drive a horse in any public park. beach. <br />golf course or other public property except witbin tbe right-of- <br />way of public stre~t8 and highways and in areas duly designated <br />as a trail or hitching area. <br /> <br />9. The city park and recreation commission shall designate and <br />properly post tbose areas in public lands and parks where horses <br />may be ridden. <br /> <br />10. Every person riding a horse or driving any horse-drawn vehicle <br />upon a public roadway shall be subject to those provisions of tbe <br />city code applicable to the driver of a motor vehicle. except <br />those provisions which by their nature have no application. <br /> <br />11. No horse shall be ridden or driven in any manner whicb would <br />cause undue damage to any hard-surfaced road. <br /> <br />12. No person shall ride or drive any horse upon private property <br />without the prior written permission of the owner or occupant <br />thereof. <br /> <br />13. No person or domestic animal shall interfere with any horse <br />ridden or kept in Ii lawful manner. <br /> <br />110.076 HORSEMAN'S COMMITTEE <br /> <br />1. Tbe city council hereby authorizes the establisbment of a <br />Horseman's Committe to assist tbe City clerk to receive the <br />complaints from tbose aggrieved by borse owners or keepers. <br />to investigate complaints. to advise horse owners against whom <br />complaints have been lodged and to advise tbe City Council as to <br />appropriate action. <br /> <br />2. Tbe City Council shall appoint five persons to the Horseman's <br />Committee, including wben possible a representative of the <br />largest horse-oriented association or club and any other person <br />who tbe City Council feels is qualified to serve. Two members <br />shall serve a tbree-year term. two members shall serve a two-year <br />te~, ape Qne ce=~er shall serve a o~e-:ear te=m. Any member is <br />eligible for reappointment at tbe end of his term. <br /> <br />';ft <br />
