<br />5. That tbeaccess to tbe subject property from Higbway 10 is located <br />witbin Safety Zone A of tbe proposed Gateway North Industrial Airport <br />Zoning Ordinance. <br /> <br />6. Tbat tbe Applicant is proposing to construct and operate a commercial <br />asphalt bituminous plant on the subject property. <br /> <br />7. !bat a commercial asphalt bituminous plant is not a permitted use in <br />tbe I-I Industrial district. <br /> <br />8. Tbatthe proposed plant will require silos and conveyors totalling <br />approximately 65 feet in height. These silos exceed the permitted height <br />of structures in the I-I Industrial district and will require variances. <br /> <br />9. That due to the location of the proposed use on the subject property, <br />the proposed use does not appear to impact tbe airspace of the airport. <br /> <br />10. That the adjacent property to the west, east and north is located in <br />the I-I Industrial district. <br /> <br />11. That the adjacent property across the railroad tracks to the south is <br />located in tbe B-1 Business district. <br /> <br />12. That tbe previous occupant of the subject property was a concrete pipe <br />production plant. <br /> <br />13. That the proposed use will be in operation from approximately April <br />through November of eacb year and the plant will run approximately 9 hours <br />per day wbile in operation. <br /> <br />14. Tbat the proposed use will be regulated by the Minnesota Pollution <br />Control Agency and the Environmental Protection Agency. <br /> <br />15. That the proposed use will create additional truck traffic to and from <br />the subject property by appoximately 15-17 trucks per hour when the plant <br />is operating. <br /> <br />.16. That access to the subject property will be from U. S. Highway 10 and/or <br />County Road 116 and these accesses are subject to approval by Burlington <br />Northern, MnDOT, Anoka County and the City of Ramsey. <br /> <br />17. That an adjacent property owner, Mr. Ed Hamilton, has stated that he is <br />opposed to the Applicant's request because of the increase in truck traffic <br />on u.s. Highway 10. <br /> <br />18. That in a letter dated August 24, 198i, Joseph and Mary Jo Sentyrz, <br />6740 Higbway 10 N.W., stated that they are opposed to the Applicant's <br />request because of concerns regarding potential health hazards and air <br />quality concerns posed by the proposed use and increase in truck traffic on <br />Highway 10. <br /> <br />19. That on September 9, 1987 the Ramsey Lirport Commission reviewed the <br />Applcant's request and had the following comments: <br /> <br />a. Will the proximity of the pr~posed use to the airport create a <br /> <br />safety hazard, particularly with respect to visibility, for <br />users of the airpc=t? <br /> <br />3 <br /> <br />~ <br />
