The site preparation mess from Flintwood <br />II was never cleaned up. ThereJs not sufficient parking areas for tbe <br />number of residents in Flintwood II; tbe parking overflows comes into <br />Flintwood I; parking needs in Flintwood 5tb would be even greater. Mr. <br />Carson has not built tbe style or variety of homes in the area that was <br />promised. <br /> <br />Dyann Hendrickson - 5460 140tb Lane N. W. - Inquired as t othe purpose of <br />this public hearing when the Flintwood PUD was settled in 1983 and why do <br />the residents have to take the time to fight for what was supposed to have <br />been taken care of with the development of the Flintwood PUD. Inquired as <br />to the whereabouts of minutes from a meeting between developers of <br />Flintwood PUD. residents .of Flintwood I. and members of Planning and Zoning <br />Commission. City Council and City Staff; she has been told by staff that <br />tbe particular minutes and agreenlost. <br /> <br />Mr. Goodrich stated tbat tbe city has all the minutes from public meetings; <br />no public meeting minutes are lost. This area is in public hearing again <br />because the developer has the right to request discussion and/or change to <br />wbat was granted initially; tbe system allows for everybody to be beard. <br />regardless if it is approved or not. <br /> <br />Mr. Stan Data submitted a written statement from Jobn Lichter (see <br />Attacbment A). <br /> <br />Duane Olson - 5520 140tb Lane - Stated his daugbter bougbt a home from Dick <br />Carson on one of tbe cluster lots at 14089 Dysprosium; Barnett came in and <br />built a house and put the driveway 10 feet from bis daugbter's front door; <br />wbo surveyed tbe area and wbere was tbe building inspector? <br /> <br />CbairmanZimmerman admitted tbere bave been problems in tbe area of <br />building inspection that Council bas not addressed. <br /> <br />Mr. Goodrich stated that the example sited by Duane Olson sbould be cbecked <br />out before tbere is any agreement or disagreement that wrong bas been done. <br /> <br />Mr. Carson admitted that tbe cluster bome portion of the development did <br />not turn out as well as expected and even tbough the zoning was tbere, that <br />type of development was ceased after the first pbase. Mr. Carson stated <br />that the developers mate the ch6ice to develop smaller multi-family <br />buildings and an office building on these outlots because it would be a <br />better type of development adjacent to Flintwood I and .on an MSA road than <br />the higher density that area is currently zoned for. Mr. Carson stated it <br />is not the intention to remove trees. If there was an agreement between <br />the City and NDE for a berm between Flintwood I and II, assume tbere are <br />funds for that being held in escrow per the development contract. A <br />homeowners association was incorporated with the State of Minnesota and <br />transferred to the builders that purcbased the lots; the association covers <br />snow removal and driveway maintenan~e; it does not address lawn care. <br /> <br />Mr. Goodrich reviewed tbe contents of the terms of tbe development <br />P & Z/Public Hearing/December 1,1987 <br /> <br />Page 5 of 6 <br /> <br />~ <br />
