CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Citizen Involvement In Subdivision Process <br /> <br />By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Per a previous Council discussion, the City Administrator has asked the Community Development <br />Department to suggest alternative procedures that could be implemented to let neighborhoods know, early <br />on in the process, of upcoming development plans in the area. <br /> <br />Currently, when the Community Development Department receives an application for any kind of land use <br />(subdivision, variance, conditional use permit, rezoning, etc.), a 4'x8' sign is placed on the subject property <br />as soon as possible. The sign identifies that the property is the subject of a land use application and the <br />phone number to call for more information. All land use applications, with the exception of minor <br />subdivisions (3 lots or less with no mad construction) and site plan reviews, require a public hearing. State <br />law requires that the City make a reasonable attempt to notify owners of property within 350 feet of the <br />subject property of the land use request and the date and time ofthe public hearing. <br /> <br />Subdivisions have 3 stages: sketch, preliminary plat and final. The public hearing is required at the <br />preliminary plat stage. Besides signing the property upon receipt of the land use application, another option <br />to getting citizens involved early on in the process would be to suggest (or require) developers to host a <br />neighborhood meeting prior to the Planning Commission reviewing the sketch plan. The Devgloper must <br />let City Staffknow of the date, time and place of the neighborhood informational meeting. <br /> <br />To keep Council up to date on new development plans, the City Administrator can note all new land use <br />applications in the Weekly Update. The Weekly Update would also 'be used to let City Council know the <br />logistics of any developer-hosted neighborhood meetings. <br /> <br />Another options is to not wait for the preliminary plat stage to send written notices to adjacent landowners. <br />The City may, at the developer's expense, send written notice of the subdivision sketch plan application and <br />the date the Planning Commission will be reviewing the sketch plan. <br /> <br />Attachments: None. <br /> <br />Action Statement: Direct City Staff to commence implementation of any additional <br />neighborhood notification methods desired in addition to the standard property signing <br />and public hearing notices. <br /> <br />CCWS: 1.21.03 <br /> <br /> <br />
