Councilmember Hardin introduced the following resolution and moved for its adoption: RESOLUTION #91-11-253 RESOLUTION ADOPTING FINDINGS OF FACT #0303 RELATING TO NORTHERN COUNTIES SECRETARIAL SERVICES REQUEST FOR A CONDITIONAL USE PERMIT TO ESTABLISH PROFESSIONAL OFFICES AND DAYCARE FACILITIES IN THE R-1 RURAL RESIDENTIAL DISTRICT IN AN EXISTING STRUCTURE LOCATED AT 6139 157TH LANE N.W. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That Northern Counties Secretarial Services, hereinafter referred to as "Applicant", has properly applied for a conditional use permit to establish professional offices and daycare facilities in an existing structure in the R-1 Rural Residential District. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 9.03.04 of the Ramsey City Code on October 1, 1991 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is generally known as 6139 157th Lane N.W. and is legally described as follows: Lot 4, Block 4, Hall's Dover Acres, Anoka County, Minnesota; -and- All that part of the Southwest Quarter of the Southwest Quarter, Section 14, Township 32, Range 25, Anoka County, Minnesota described as beginning at a point on the East line thereof, also being the West line of Lot 4, Block 4, Hall's Dover Acres, said Anoka County, a distance of 282.37 feet north of the most southerly corner of said Lot 4; thence South 0 degrees, 01 minutes, 08 seconds East along said West line of Lot 4 and along said east line of the Southwest Quarter of the Southwest Quarter for 282.37 feet, more or less, to intersect the Northeasterly line of the right-of-way of C.S.A.H. No. 5 as now laid out and constructed; thence North 23 degrees, 19 minutes, 17 seconds West along said Northeasterly line of the highway right-of-way for 257.57 feet, more or less to intersect a line bearing South 65 degrees, 46 minutes, 21 seconds West from the point of beginning; thence North 65 degrees, 46 minutes, 21 seconds East for 111.72 feet, more or less, to said point of beginning. 4. The subject property is approximately six acres in size. o The subject property is zoned R-1 Rural Residential and is surrounded by R-1 Rural Residential zoning. That Section 9.20.11 of the Ramsey City Code does not provide for professional offices and daycare facilities as permitted uses in the R-1 Rural Residential District. That the Applicant is proposing to establish professional offices and daycare facilities in the 6,900 square foot structure currently existing on the subject property. 8.
