Councilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #91-11-253 <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT #0303 RELATING TO <br />NORTHERN COUNTIES SECRETARIAL SERVICES REQUEST FOR A <br />CONDITIONAL USE PERMIT TO ESTABLISH PROFESSIONAL OFFICES AND <br />DAYCARE FACILITIES IN THE R-1 RURAL RESIDENTIAL DISTRICT IN AN <br />EXISTING STRUCTURE LOCATED AT 6139 157TH LANE N.W. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That Northern Counties Secretarial Services, hereinafter referred to as "Applicant", has <br />properly applied for a conditional use permit to establish professional offices and daycare <br />facilities in an existing structure in the R-1 Rural Residential District. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 of the Ramsey City Code on October 1, 1991 and that <br />said public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />That the subject property is generally known as 6139 157th Lane N.W. and is legally <br />described as follows: <br /> <br />Lot 4, Block 4, Hall's Dover Acres, Anoka County, Minnesota; <br /> <br />-and- <br /> <br />All that part of the Southwest Quarter of the Southwest Quarter, Section 14, Township 32, <br />Range 25, Anoka County, Minnesota described as beginning at a point on the East line <br />thereof, also being the West line of Lot 4, Block 4, Hall's Dover Acres, said Anoka <br />County, a distance of 282.37 feet north of the most southerly corner of said Lot 4; thence <br />South 0 degrees, 01 minutes, 08 seconds East along said West line of Lot 4 and along said <br />east line of the Southwest Quarter of the Southwest Quarter for 282.37 feet, more or less, <br />to intersect the Northeasterly line of the right-of-way of C.S.A.H. No. 5 as now laid out <br />and constructed; thence North 23 degrees, 19 minutes, 17 seconds West along said <br />Northeasterly line of the highway right-of-way for 257.57 feet, more or less to intersect a <br />line bearing South 65 degrees, 46 minutes, 21 seconds West from the point of beginning; <br />thence North 65 degrees, 46 minutes, 21 seconds East for 111.72 feet, more or less, to <br />said point of beginning. <br /> <br />4. The subject property is approximately six acres in size. <br /> <br />o <br /> <br />The subject property is zoned R-1 Rural Residential and is surrounded by R-1 Rural <br />Residential zoning. <br /> <br />That Section 9.20.11 of the Ramsey City Code does not provide for professional offices <br />and daycare facilities as permitted uses in the R-1 Rural Residential District. <br /> <br />That the Applicant is proposing to establish professional offices and daycare facilities in the <br />6,900 square foot structure currently existing on the subject property. <br /> <br />8. That the Applicant has supplied the City with a site plan dated 1973 for the existing <br /> <br /> <br />
