Councilmember Strommen noted if the <br />houses are reduced to two in front but still have three behind, those three houses will still be seen <br />through the two and there will still be a closed-in effect. Councilmember Elvig concurred. He <br />stressed the need to be careful with the language of the motion. He noted by loosely requiring a <br />match with the R-l zoning they may not get what they are looking for, which is more space <br />upfront to create the appearance of larger lots. He suggested language requiring the homes to be <br />reduced to two in front and two behind, as opposed to meeting R-l density requirements. <br /> <br />Motion on the amendment failed. Voting Yes: Councilmembers Cook, Olson, and Pearson. <br />Voting No: Mayor Gamec, Councilmembers Elvig, Jeffrey, and Strommen. <br /> <br />The motion on the floor was clarified as follows: <br /> <br />To adopt Resolution #06-09-_ approving the preliminary plat and preliminary site plan for <br />Skyline Pbinte,contingent. on compliance with the Staff Review Letter dated September 22, <br />2006, and to include the following requirements in the preliminary plat and site plan approval: <br /> <br />. Units off of 151 st Lane reduced to 2/2/2/2 (from 12 to 8 units) <br />. Extra buffering for the major spine close to Nowthen Boulevard <br />. An escrow required for the sidewalk planned for the south side of 151 st Lane. Staff <br />should work further to determine the location for the sidewalk or trail, which may be <br />located behind the houses. <br />. Recommended plan to be brought to the Council showing the traffic impact of CR 5 <br />between Sunwood and Alpine Drives. <br /> <br />Further discussion: Councilmember Elvig stated if they are not able to come to resolution on the <br />traffic impacts this process could be submarined. Mayor Gamec commented this will provide <br />the opportunity to review the whole stretch of CR 5 that Councilmember Strommen has referred <br />to. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Elvig, and Olson. <br />Voting No: Councilmembers Jeffrey and Strommen. <br /> <br />Councilmember Strommen indicated this development is moving in the right direction, but she <br />would like to review the information on the whole stretch of CR 5 she has referred to. <br />Councilmember Elvig indicated he supported this approval due to the controls included in the <br />motion. <br /> <br />Community Development Director Trudgeon suggested Case No. 9 with the rezoning action be <br />tabled due to the southern portion of this plat that will change.
