Mayor Gamec closed the regular portion of the City Council meeting at 7:15 p.m. in order to
conduct a public hearing.

Public Hearing:

Mayor Gamec called the public hearing to order at 7:15 p.m.

Presentation

City Engineer Jankowski explained Improvement Projects #06-02 and #06-03 consist of
crackfilling followed by sealcoating of City streets. Project 06-02 includes segments of Alpine
Drive, Sunwood Drive and Waco Street in the eastern portion of the City. These have been
completed and the final costs have been determined. It is City policy to assess 50% of the
project cost to the benefited property owners, while the remaining half is financed through City
general funds. Mr. Jankowski stated Project 06-02 consists primarily of MSA streets, which do
not have the typical fronting densities that are found in residential subdivisions. This project will
assess the few benefiting properties along these streets the average sealcoating assessment in
accordance with Assessment Policy No.6, which was estimated to be $99.99. Project 06-02 also
includes a 735 foot length of St. Francis Blvd frontage road, which has been included since it is
the only other noncommercial assessable sealcoat project in the 2006 program. Project 06-03
includes the sealcoating of streets in a commercial and industrial area. This project will be
assessed based upon area in accordance with Assessment Policy No.7, which was adopted in
2003. Four lot size assessment categories for these commercial lots have assessments, which
range from $79.80 to $1,546.38. The assessment amounts for each parcel is included on the
assessment role attached to the assessment resolution.

Citizen Inbut

There was none.

Motion by Councilmember Olson, seconded by Councilmember Cook, to close the public
hearing.

Motion carried.
