3. Glen Beaver or Daniel Beberger
4. Dan Greer

Mr. Mevissen noted that Mr. Beberger has been working for Ramsey on a part-time basis
and even though Mr. Krantz and Mr. Riemer have excellent qualifications, he would rank
Mr. Beberger as the preferred applicant because of his familiarity with Ramsey and his
proven excellence in operating and maintaining equipment.

The Personnel Committee replied that they feel it is to Ramsey's advantage to hire. someone
with experience in managing municipal water systems in addition to routine public
maintenance duties.

Motion by Mayor Reimann and seconded by Councilmember Cich to recommend that City
Council offer the Maintenance Worker position to Mr. Daniel Krantz at a beginning wage
of $7.17/hour.

Motion carried. Voting Yes: Mayor Reimann and Councilmember Cich. Voting No:
None.

The Personnel Committee recommended that City Council offer the position of
Maintenance Worker to Mr. Daniel Beberger if Mr. Krantz declines the offer for
employment.

The Committee recessed at 5:20 p.m.

Thc meeting was called back to order at 6:35 p.m.

Case #2: Request For 1989 Rate Increase; Case Of Police Chief Mike
Auspos:

Mr. Auspos was present and stated that for 1989 he is requesting a 5% wage increase and a
$20/month increase for health and life insurance benefits.

The Personnel Committee reviewed Mr. Auspos' current rate of pay and the rate increase
awarded in 1988.

Mr. Auspos noted that the cost of living index rose 4.5% in 1988 and is projected to
increase by at least 6% in 1989. There has also been a sharp increase in health insurance
costs; the cost for his choice of health insurance has increased by $60.00/month. Mr.
Auspos also noted that one of the reasons for the Ramsey Police Department being able to
function with just himself and 6 officers is because of the way in which it is being
administered.

Mayor Reimann inquked as to how many officers the Police Chief feels are necessary to
provide police protection in Ramsey.

Mr. Auspos replied that he has never been in favor of a lot of redundancy of personnel but
Ramsey is operating now at a level that is below what the City should have. One officer
per 1,000 population is realistic but he will be comfortable with two more officers
throughout 1989.

Personnel Committee/February 13, 1989
