PART II - CODE OF ORDINANCES <br />Chapter 54 TRAFFIC AND VEHICLES <br />Chapter 54 TRAFFIC AND VEHICLES' <br />ARTICLE 1. IN GENERAL <br />Sec. 54-1. Unnecessary acceleration. <br />No person shall start or accelerate any motor vehicle with an unnecessary exhibition of speed on any public <br />or private way within the city limits. Prima facie evidence of such unnecessary exhibition of speed shall be <br />unreasonable squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires of <br />said vehicle or both. <br />(Code 1978, § 6.01.04; Ord. No. 6, 3-15-1971) <br />Sec. 54-2. Use of roller devices in Town Center District. <br />(a) Purpose and intent. The purpose of this section is to protect public health and safety stemming from the use <br />of roller devices in the pedestrian oriented Town Center District. The city council finds that operation of such <br />roller devices in areas of Town Center creates unnecessary potential danger to either the user of such device <br />or the general public; and that the use of such device may cause destruction of property in the areas <br />described as: west of Ramsey Boulevard, south of Bunker Lake Boulevard, east of Armstrong Bouelvard, and <br />north of the Burlington Northern -Santa Fe Railroad tracks. <br />(b) Definitions. The following words, terms and phrases, when used in this section, shall have the meanings <br />ascribed to them in this subsection, except where the context clearly indicates a different meaning: <br />Bicycle means a vehicle propelled through pedaling. <br />Inline skates means a shoe with wheels attached, or a device with wheels which is designed to be attached to <br />a shoe. (This includes roller blades and roller skates.) <br />Roller device means a non -motorized wheel device including, but not limited to, inline skates, roller skis, and <br />skateboards, and bicycles. For purposes of this definition, the provisions of this section do not apply to strollers, <br />wagons, or wheelchairs. <br />Rollerskis means a pair of skis with wheels attached which is intended to simulate skiing. <br />Skateboard means a device for riding upon, usually while standing, consisting of a piece of wood or other <br />composition mounted on skate wheels. <br />(c) Prohibited use. No person shall operate roller devices or similar devices in the following areas of the city or <br />under the following circumstances: <br />(1) In any careless, reckless, or negligent manner which may, or be likely to endanger the safety of any <br />person or the property of any person or has the potential to damage property. <br />(2) While being pushed, pulled, or propelled in any manner by a third party. <br />'State law reference(s)—Traffic generally, Minn.
