(3) On any private property without express permission of the owner or occupant of the property. <br />(4) On any city -owned facility including the municipal center campus, parking ramp, parking lot, or any <br />other parking facility. Bicycles may be stored in designated areas. <br />(5) On any concrete sidewalk unless otherwise noted. All wheeled vehicles must travel on a road or <br />designated area. <br />(6) In any public plaza, amphitheater, or any other improved surface intended for the use of public <br />gathering. <br />(7) On any railing or raised surfaces such as speed control bumps or in any manner which may cause the <br />damage or destruction of curbs, railings, walls, or any other structure or property. <br />(8) In any area to be described in the future, in addition to the areas described in this section, as <br />established by resolution by the city council upon recommendation of city staff. <br />(d) Exceptions. <br />(1) Roller devices may be used by public safety officials while performing their official duties. <br />(2) The provisions of this section do not apply to strollers, wheelchairs, or wagons. <br />(e) Penalty. <br />(1) Violation of this section shall constitute a petty misdemeanor. <br />(2) Any police officer who observes violation of this section is authorized to impound the roller device and <br />hold the roller device at the police department until resolution of the case following a violation. The <br />impounded roller device shall be released to a user 18 years of age or older, or to a parent or guardian <br />of a user who is under the age of 18, following the expiration of the impounded period. <br />(Code 1978, § 5.19; Ord. Definitions. <br />The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them <br />in this section, except where the context clearly indicates a different meaning: <br />Block means the entire length of a roadway between its intersections with other public streets or between <br />its intersection with a public street and the termination of the roadway. <br />Commercial Motor Vehicle For purposes of this section, "commercial vehicle" shall have the meaning as the <br />term is defined in Minn.
