<br />r <br /> <br />C/July 26, 1976 <br />Page 2 <br /> <br />/ <br /> <br />taken up concerning Mr. Walker1s employment with the City of Ramsey, and at this <br />time it is the consensus of the Council that Mr. Wal~er's employment as Admini- <br />strative Assistant will terminate 60 days after July 15. 1976. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Go~ham to accept ~he minutes <br />of July 15, 1976, with the corrections on Page 3, Councllman Gorham sald m~ybe <br />we should draw up, instead of drop, the findings of fact; and, Page 6 motlon <br />regarding Mr. Walker1s employment as stated in the above paragraph. <br />Motion carried 3 Ayes <br />Oliphant Naye <br /> <br />July 14, 1976, joint meeting between Council and the Building Committee <br /> <br />Motion by Councilman Reimann, seconded by Councilman Gorham to accept the minutes <br />of the July 14, 1976, joint meeting of the Building Committee and City Council <br />as sent out. I, <br />Motion carried 4 to 0 <br /> <br />. <br /> <br /> <br />July 19, 1976, joint meeting between Council and the Park & Recreation Commission. <br /> <br />Motion by Mayor Cox, seconded by Councilman 'Reimann to approve the minutes of the <br />joint meeting of the Council and Park & Recreation Commission as sent out. <br />, Motion carried 3 Ayes <br />Gorham abstained <br /> <br />. <br /> <br />Bob Johnson, County- Attorney. Mr. Bob Johnson said his office dealt with the <br />prosecution side of the law. That the criminal justice system is very <br />complicated. He said he wanted to get the Council's attitude, as community <br />leaders speaking for the citizens of the community, how the community would <br />react to certain circumstances. <br /> <br /> <br />lie also said Ramsey's population being very young, prevention methods should <br />be of top priority. He sa'jd he would 1 ike to sit down and talk to the Council <br />about this time 'sometime if 'they so desire. He said programs depend on leader- <br />ship, that programs could not be taken from other cities and adapted to Ramsey, <br />because it just would not work. <br /> <br />Attorney Johnson's son, M.A. spoke. He said his office is involved with the <br />civil side of law matters relating to welfare, community, juveniles, regarding <br />highway right of way acquisition, tax matters, assessment questions, election <br />law questions, etc. <br /> <br />He asked if Council had questions. <br /> <br />Mayor Cox said there is a question concerning. platting and procedures in regard <br />to recording of land. <br /> <br />Attorney Goodrich explained the City's position. <br /> <br /> <br />M.A. replied that under the present law on. the books the register of deeds is <br />compelled to take the instrument and record it. There is a law on subdivisions <br />and that law has been directed to the individual. The concern the Attorney's <br />office has is that if the Register of Deeds refuses to accept an instrument, <br />the County could suffer financially. There is no mechanism set up at the County <br />office to process these. There would have to be a draftsman and additional <br />personnel. What we have done to try to resolve the situation at present so <br />thattwe can do this without liability is to notify the community when lot splits <br />come through the auditor's office, whenever a deed comes in and splits land <br />by metes and bounds. If the municipality wants to, they can move right into <br />the situation in a very short period of time. <br /> <br />r'1ayor Cox commented that this certainly has been a problem for the City and he <br />asked if it would be advisable to have the City support their decision. <br /> <br />M.A. said he would be contacting Attorney Goodrich in regard to this. <br /> <br />r'1ayor Cox di scussed the 1 andfi 11 with the"County Attorney. He sa i d the Townsh i p <br />had tne landfill crammed down their throats. Something should be done on a <br />State level to give communities a chance to at least select where a landfill <br />should be situated. He asked what recourse a township such as Burns would <br />have against a situation such as this. He certainly feels it is an injustice <br />to communities. Citizens have a right to be independent in their objections. <br />He is not saying that the City should not have had a landfill but that they <br />should not have had it in the manner they did. There should be legislation <br /> <br />~ <br />
