<br />that you said he was doing the job and everything was being brought up to
<br />County requirements to get the job done successfully.

<br />When Mr. Casper left, I received another call from the County Assessor, you,
<br />I and I-es wirz went down to the County. If this had been taken care of,
<br />we could have avoided that unnecessary Work. Especially when I called about
<br />his pay./Phrough someone's neglect, we got caught up with a cumbersome,
<br />m:mey costing situation. We agreed. to begin with, that you were to get in
<br />touch with, the County.

<br />Mayor COX: You could have taken a book down to the County and had it checked
<br />and we may have avoided not having to satisfy an employment record when a man
<br />did not do his job. According to the rest Of the assessors in the area our
<br />assessor .was the only one in the County that did it wrong. Our man did not
<br />get the job done.

<br />Mayor Cox regarding the Ludwig award, asked Mr. Walker if he felt it was not
<br />his responsiblity to bring it back to the Council.

<br />Nr. Walker: You did not indica~e that you had decided on it, I put it out of
<br />tay mind at that .point.

<br />Mayor Cox asked Mr. Walker if he felt that the landfill negotiations,as
<br />indicated by the Personnel Commi ttee, were handled correctl y. And, if even
<br />did follow in the proper procedure.

<br />Mr. Walker: ,I feel at t2iat point in time, I niet with Joe Sills, and then Council
<br />started working with them and I wrote the letter to them. I was not in a
<br />position and Joe Sills'was'not in a position to negotiate for the Council.
<br />He was new on board. WE just met and had lunch and talked and from that time
<br />on things evol ved. I rewrote a resol ution which stimula ted real action .

<br />Mayor Cox: said he did agree with the resolution and that it was a good jOb.
<br />
<br />Mr. Walker said he was not a catalyst for getting the job done. It was
<br />llOre political with Councils. Joe and I were caught in a position and
<br />could not do real negotiations.

<br />Mayor Cox: That, is why Council was animate on having someone there. If
<br />someone from Anoka City invited you out to meet with him alone, do you feel
<br />a responsibility to them.

<br />(to Mr. Walker) How do you feel about the Personnel Commi'ttee.
<br />
<br />Mr. Walker said the Personnel Commi ttee' s function is to work wi th personnel
<br />, of the City. Policy formulation for emzJloyees or administrator . It is
<br />an awkward sj.tuation to have two people on the committee, both Councilmen.
<br />Right away you have twO strikes against you, one more and you are out.
<br />
<br />Everyone should be unbiased. The men who write the documents have to be
<br />biased.

<br />What would you suggest for us, to do. Is this the proper procedure?

<br />The Personnel Committee in staff situation are channeled from
<br />maifagement ,to lower etchelon. You have to have other people who are members
<br />of the community. on the Committee.
<br />
<br />Relating to employees , it is my decision, it is the right decision.
<br />TheyshoUld know their status. No secrets, speak to their face and talk to
