<br /> <br />... <br /> <br /> <br />I <br /> <br /> <br />Special Meeting <br />C/July 8, 1976 <br />'l?~,:Je.13 <br /> <br />Mayor Cox asked Mr. Walker if he felt the Personnel Committee has not <br />spoke candidly with him. <br /> <br />Mr. Walker said on a man to man basis he could not relate that. On first <br />display (their first recommendation coming the night of the Council meeting <br />and that being my first look at it) it was uncandid, it was poor and I <br />informed them so. <br /> <br />felt the last most recent one was handled Jrore properly. <br /> <br />was a session of , accusation, not of counseling and help. <br />He said he had a talk session with the 'Mayor and he (thE! Mayor) thanked him <br />and .toldhim. he.is doing a good job. <br /> <br />Mayor Cox replied that he had complimented Mr. Walker on specific jobs <br />he is doing well. He said he makes comments only on specific jobs to <br />all employees whenever I feel that they have perJrormed well. <br /> <br />Mr. Walker said that he was relating to the Mayor that he had been candid wi th <br />. him. and has:~ never told him that:he did a bad' job. <br /> <br />Mayor Cox: <br />We both had <br />strongly at <br /> <br />You (Mr. Walker, and I have gotten into heated discussions. <br />strong feelings in regard to the situation and we talked quite · <br />each other. I intended to make my point clear. <br /> <br />Mayor Cox: AnYJrore questions? <br /> <br />Councilwoman Oliphant: How will we proceed? <br /> <br /> <br /> <br /> <br />t <br /> <br /> <br /> <br />M:r;. Walker will respond next. <br /> <br />~;g~~~ <br />Mayor Cox called the meeting back to order. <br /> <br />Councilwoman Oliphant: I have additional comments, but not appropriate at <br />this. time. It maybe appropriate to give citizens a chance to comment. <br /> <br />Mayor Cox said Mrs. Oliphant's statement may be a chance for her to make <br />points ,however, we decided we would hear all sides of this. He said that <br />citizens willJrost certainly pe heard if not tonight, they may speak at <br />a continued meeting. <br /> <br />Councilman Gorham said wait and see what comes .of this tonight, we plan to <br />end the meeting at 11 :00 p.m. <br /> <br />Mayor Cox said he has some dissatisfaction in his mind about the report <br />and wants questions answered. No 4 is. the one the Personnel Commi ttee said <br />there were primarily concerned about, Mr. Walker has not proven leadership <br />qualities, this is the important item. <br /> <br />Councilman Gorham replied that was correct. <br /> <br />Mayor Cox said he would like clarification on why the Personnel Committee <br />feels he has not proven leadership. What prompted No.3? <br /> <br />Councilman Gorham: As Council, we had a decision to make to go to Assistant <br />Administrator position and we talked about it at many Council meetings, <br />Mr. Reimann and myself felt we needed leadership abilities in the City Hall. <br />We felt the thing to do 'at the time was to go to Asst. Administrator because <br />we needed leadership ability at City Hall and as I pointed out earlier that No. <br />3 and 4 were important parts of this report.", But No.4 is a vital reason why <br />we fought so hard to have an Asst. Administrator for the City of Ramsey, instead <br />of what we were doing at that point and we still hqVe tasks not being done on <br />time. The Building Commi ttee mailing, newsletter on the tree sale, Bicentennial <br />parade, C6uncil minutes not out on time. NO..response after one, two or three <br />requests. No.4, as far as leadership quality,~e lacked most strongly of all. <br />First time this was brought out was when Council decided we would keep the <br />minutes of the Personnel Committee meeting. Mr. Walker decided what the full <br />Council did was not right and did show those minutes to employees and does not <br />prove leadership qualities. Mr. casper's probation periOd, this situation <br />probably made the Council look bad. I asked Assistant Administrator Walker <br />if we should give him a raise and got no answer, and on the assessing, once <br />the assessor makes a mistake and it is brought to the attention of the Asst. <br />Administrator in the office it shouldn't happen the second time.
