He could have brought us examples of how they <br />could be rewritten to be better if he did not agree with them. Mr. Walker <br />as an adul t has a job to do and when we gi ve him direction to get the Job <br />done we feel he should go 'out and show us that he can get the job done, then <br />it reappears again that he has ~ poor attitude. <br /> <br /> <br />.. <br /> <br />Councilwoman Oliphant: That is iniative. <br /> <br />Councilman Reimann saia she could call it whatever word she <br /> <br /> <br />Councilman Mickelson: Would like to hear input <br />ci tizen if they have anything to say. <br /> <br />Mr. Walker <br /> <br />Mr. Walker said he would say nothing to put him on the defensive,butpositive <br />things he has accomplished since his tenure with the City.trom January 1 to <br />the present time, he has attended 48 meetings'averagingtwo. a week , '2.16 <br />hours, 27 full 8 hour days, or 5 weeks work. This is after hours, which is <br />40 hours during the week. <br /> <br /> <br />Published ~eting agendas. Took minutes at most meetings. Personally WXqte <br />minutes by the next meeting. Since 4/1/76, made 147 inspections, averaging <br />4 per day. 11 public hearings that he was in charge ofsincethel.st of the <br />year. Legal documents which has been planned and schedul~dsothat they were <br />documented and in the paper. Averages seven phone calls per day. So that <br />during this period of time public contact is quite evident. <br />Conducted the special election with specific duties as Clerk, designed <br />ballots, posted ballots, posted election, took care of judges during the <br />day, prepared and published the newsletter, personally issued 75 assessment <br />searches which takes up time during the day, correspondence file .' that is <br />quite full, so you can see I have done quite a bit there, .resolutions and, (.>rdinance <br />have been written, review of plats, coordination of plats with the Planning & <br />Zoning Commission. . <br /> <br />Some of his broader accomplishments which. have never been discussed verbally <br />by the Council:. 1976 Budget which he . prepared and predicted ,a 7 . 7 mil1r~te <br />which we are fOllowing. All employees, department headsa.r,e aware of the <br />accounting system, he set up a completely new accounting system On which he <br />had compliments from the last City he worked for. Merle or the Chief can <br />come in and ask- at any time and know how much m?ney is left and can manage <br />day to day activities at a high degree of efficiency. Revenue Sharing was <br />increased $9,913 this year through his negotiations equating census figures. <br />He found a mistake on State Aid when he received the first payment and when <br />he received it the first letter indicated $41,776.27, after research, he <br />managed to get it up to $48,348.77 increased by $6,572.50, ($16,485.50) <br />(enough to pay my salary for the year). He said he airivedhere at the start <br />of the 153rd Street Project, contacted the attorney as we did not have the <br />easements yet and indicated to him that he would take care of acquisition <br />of easements and contacted each person out there. We did accomplish the ease- <br />ments. Time cards for all employees were initiated. A receipt system on <br />a number basis and purchase orders were set up. Insurance program, he said <br />he contacted numerous agents for comprehensive quoting and managed a $48.40 <br />a month savings to the City and provided a benefit to the City employees. <br />He has licensed 68 contractors, 1 liquor establishment, 25 businesses, and <br /> <br />issued 6 cigarette licenses. <br /> <br />
