<br />Mr. Walker apologized for,<?ps/,instancewhere he was not aware that snow-
<br />mobiles came under the auto dealers license. He took inventory of businesses
<br />on Highway 10 and each business now has a license.

<br />He codified accounts and they can be turned into a comprehensi ve type system
<br />which is recognized by the State.

<br />He said he thinks that covering some of the items he has accomplished, and
<br />looking at poor attitude, the items generated by our office in the last three
<br />rrrmths,Ihave to take the blame because I am City Administrator and in charge
<br />of department heads and therefore I take the blame. Even the County Assessor
<br />,did not know the books were not in the best oider and the books were dropped
<br />Offbl}Mr~CaSper at the County the day before he left. He said he scheduled
<br />',48 meetings, made agendas and other items that his office has accomplished
<br />the past is a sign that the present staff has accomplished quite a bit.

<br />On faithfully attending meetings, he has attended 48 meetings since January
<br />1st and cannot see that he is not attending his fair share.

<br />He said he has been trying to spread himself thin. Sometimes he is very
<br />objective and some people think he hits ,too hard..
<br />

<br />He said regarding ordinances that he did not have any'qualms with them.
<br />If a person comes in, a private citizen who meets all requirements for a
<br />building permit, the question he had was can we keep them from getting a
<br />, building permit. He did talk to Attorney Goodrich and doesn't think he ever
<br />unenforced ordinances, he writes them. He thinks we have good ordinances nOW.
<br />Ordinances are written so they can be interpreted different ways and thinks
<br />the Council will agree.

<br />Changing jobs is a difficult transition. Some Council meinbers have 'a qualm

<br /><me with ,both barrels., Through management training he has learned that most
<br />people Know when they are' at fault and this puts you on the defensive. I
<br />did not think the personnel Committee should keep anything secret because if
<br />a person comes in and wants to look at a document, I could not stop him from
<br />seeing it.

<br />Mr. Thomas Moorhouse asked what criteria is being used to judge Mr. Walker's
<br />performance.

<br />Councilman Gorham replied that Mr. Walker was given that as a task and has
<br />not drawn them up yet. He was working on this prior to the February 23, 1976
<br />'tneeti'12g.

<br />Mr..Mo?rhousesaid this is a disgraceful display of leadership on the part
<br />of the CoUncil' and he is quite surprised this would come out in the public.
<br />Mi:s.Oliphant;ts points and the picky questioning brought that out and he hopes
<br />liS,never s,ees a'meeting like this in the Ci tyof Ramsey again.

<br />Mike Ausposwoul4 like to state that he has no problems with Mr. Walker as
<br />far as wOfk. Never since 1971 has he had a more comfortable working relation
<br />as a police officer.,:'Since,Mr. Walker arrived the employees enjoy better
<br />benefi4;s. He said he has never been mu~ to be led and whatever Mr. Walker
