.

.

you can't keep secret meetings or minutes.. He sai.d he did not hear
motion for Mrs. Guy's award that the Adm. was directed to do it.
There was no notice of the meeting tonight published. He thinks.. that these
things are not Mr. wa.lkeJ;'~;.., faul t but maybe the Council' s respot1~ibili ty.
~, . ,
He said he is not su+'e as a citizen that he wants the administrator or
attorney to negotiate with other municipalities. But he wants the Council
to negotiate. Is the Council prepared to put them into a give and take
responsibility as I read. 'it. I think the negotiations are the responsibility
of the Council.

Dennis Donovan said it is. an insult to Mr. Walker to extend him on his probation
period and unjust to citizens.

-Mr. Oliphant said it was clear in his mind that Mr. Walker has ability and
integrity. He said it is clear to him that Councilman Reimann has been out
to get him. The tone of his voice, the manner in which he treats Mr. Walker
is unfair. Mr. Walker has integrity and will not listen to a pack of lies.
We should be grateful to him, he is far better than most Administrators around
this area.

Mr. Schutz-there is negative aspect of Mrs. Guy being awarded something.
It should be thrown out completely. She was asked to take a leave of absence
and stop her employment. If Mr. Walker copied your notes or briefcase he
would have been fired immediately. This is white collar crime emulated.

Joleen Hawkins said she .would like to indicate herself that she thinks Mr.
Walker or any other citizen, from what I have seen of our meeting here or the':
behavior of people on the Council, would think we are a poor example.

Kathy Schneider commented. Basically she felt the criticizm was directed at
the Council, but for $16 ,000 a year or better, the Council probably wants to
be sure they are getting their monies worth. If Council' was being ipaid , we
would expect them to take care of all of this but they have other jobs and
she did not feel they should be criticized.(To the residents) You more or
less admitted that you as taxpayers expect certain things.

She said her relationship with Mr. Waiker has not al~a9s been peaceful to say
the least. She told him many times in the past that she was able to assist
the City by attending meetings, etc. She received no further word. She again
brought this to his attention. He told her it obviously slipped his mind
and took note of it. I was offering a totally free service to the City.
As Secretary of the Park Board, she went to Mr., Walker at the beginning and
told him the Park Board has always been weak with no direction or guidance and
has had no major accomplishments. It is community instituted and hopeful of
getting things accomplished. Onl y after several hours on the phone are we
able to get a quorum on the. meeting. Where is the incompetence coming from?
What is causing the problem here? We are not taken seriously. Things in the
minutes where we asked for things to be done never get taken care of. It. is
an organization of peop1.e who get no payor monitary value and we should be
at least given respect.

As far as Mr. Paquette being liaison, the Board doesn't have faith with Paquette
and there are too many people to accuse if there is somebody at fault, you
can't pin it down.

Mr. Gamec said the Planning & Zoning Co~ssion has received help from
Mr. Walker. It is not Mr. Walker's fault that people don.tt attend. He
said if that is the attitude of the Park Board maybe we should look at
relieving the Park Board.

R. Norton said he should be given a raise after hearing him speak.

Merle Mevissen said he agrees with Mr. Auspos that Mr. Walker is nice to
work for and takes care of complaints.

Les Wirz said he has not been on board very long, but to his notion Mr.
Walker is competent and is doing a good job.

Mr. Walker said he wants a decision tonight since his probation was already
up. He has a family to support, a home purchase and that he is trying to
do a good job and has had to wait and wait and wait for a decision on his
employment. He said his wife would like to have some stability. '

Vii" W 7.
, J
