1 e. The total number of directional signs shall not exceed the number of parking lot <br />2 entrances plus the number of drive aisles within the parking lot. <br />3 (10) Service bay identification signs. <br />4 a. acn service bay may have one identification sign on the outermost wall of any <br />5 principal building adjacent to a service bay entrance. <br />6 b. If the identification sign only includes a number to identify the door or service <br />7 bay, it shall not count toward the allowable wall sign area for the building. <br />8 c. If the identification sign includes any information in addition to a number, such as <br />9 a product, service, brand name, or other information, it shall count toward the al- <br />10 towable wall sign area for the building. <br />11 (11) Fuel pump island identification signs. <br />12 a. All fuel pumps shall display the following information: <br />13 i. The type of service offered <br />14 ii. The price of gasoline, diesel, ethanol, or other product sold and dis- <br />15 pensed at the fuel pump <br />16 iii. General direction to customers using the fuel pump <br />17 iv. Other relevant information pertaining to the facility. <br />18 b. The sign area counts toward the maximum allowable sign area for the parcel on <br />19 which it is located. <br />20 (12) Electronic messaging centers. <br />21 a. Electronic messaging centers can be used as all or part of any allowable free- <br />22 standing or wall sign in the Business, Industrial, COR, PUD, Public/Institutional, <br />23 Parks, and Closed Landfill zoning districts. Electronic messaging centers are not <br />24 allowed in Residential zoning districts, except in conjunction with the following <br />25 principal uses: <br />26 i. Assisted living, memory care, and nursing home facilities. <br />27 ii. Multiple -family and/or senior living dwellings. <br />28 iii. Governmental or public facilities or utilities. <br />29 iv. Religious institutions. <br />30 b. All electronic messaging centers shall meet the following display standards: <br />31 i. No sign may be brighter than is necessary for clear and adequate visibil- <br />32 ity, or that it interferes with the effectiveness of a traffic sign or signal, or <br />33 that it distracts a driver from motor vehicle operation. <br />34 ii. All electronic messaging centers shall be equipped with a mechanism that <br />35 automatically adjusts the brightness to ambient lighting conditions (e.g., <br />36 dusk). <br />37 iii. The display shall not change more than once every 3 7 seconds. <br />38 iv. The display shall not include animations, flashing or scrolling text, full-mo- <br />39 tion video, special effects, or other non -static images. Scrolling text is al- <br />40 lowed, provided that scrolling may not occur at a rate faster than one <br />41 word per second, where words contain an average of five characters <br />42 each. <br />43 v. The display must be one static image at a time, and the transition from <br />44 one display to another must be instantaneous without special effects. <br />45 Subtlo traction anima ns shall be allowed. <br />46 vi. The electronic messaging cente, must be designed and equipped to <br />47 freeze on one display if a malfunction occurs. The electronic messaging <br />Page 24 of 30 <br />
