With APS, pawn and secondhand dealers use software to report pawn activity into a <br />central repository. (Ralph's Gun and Pawn is already using this software for their in- <br />house databases). <br /> <br />We now receive transaction reports from Ralph's which are then entered into a <br />database at the police department. With APS, the transactions are downloaded into <br />the system directly from the pawn shop, eliminating a second entry process at the <br />police department. The database at the police department does not have sharing <br />capabilities, and therefore other police agencies must contact our department directly <br />to inquire about pawn activity. <br /> <br />Attachments: <br /> <br />City Code 7.13 Pawnbrokers <br />Proposed Secondhand Dealer Ordinance (to be provided on 3/4/03 <br />~ work session) <br /> <br />Action Statement: <br /> <br />Staff is requesting that City Council review the current Pawn and Secondhand <br />Dealer ordinance and introduce a separate Secondhand Dealer ordinance. <br />Additionally, evaluate the implementation of an Automated Pawn System to <br />enhance the investigative capabilities within the police department. <br /> <br /> <br />
