CITY COUNCIL WORK SESSION Topic Report: Building Permit Inspection By: James E. Norman, City Administrator Background: City staff has been studying permits and inspections since the fall of last year. Curt Boganey, who has served in a variety of roles with the City until recently, has been facilitating most of the internal analysis efforts. His study has encompassed areas of buikting permits and inspections that include revem~es expectations and obstacles, State Building Code rule changes, and building permit software. State Building Code. The 2003 Minnesota State Building Code is in the final stages of the rule process and is expected to be published and effective early in March 2003. The Code will become effective five working days after publication. Municipalities that enforce the State Building Code will need to update their building code ordinance to reflect the new building code in order to enforce it properly. Information regarding the rule changes to the Minnesota State Building Code are attached to this report. Curt Boganey has reviewed the rule-making process and has provided his analysis and recolnmendations in a memoranduln dated February 27, 2003. (The Boganey review memo is attached to this report.) Staff will review Boganey's findings during the Council work session. Building Permit Software. Staff has been studying building permit software and the expenditure has been budgeted. Staff is to view a second software package on Friday and possibly prepare a recommendation for Council consideration. Action Statement: Provide staff direction to carry out recommendations as outlined in Curt Boganey's memorandum of February 2 7, 2003 and proceed with permit software implementation as recommended by sttq~ CCWS: 03.04.03
