CITY COUNCIL WORK SESSION <br />Topic Report: Building Permit <br />Inspection <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />City staff has been studying permits and inspections since the fall of last year. Curt <br />Boganey, who has served in a variety of roles with the City until recently, has been <br />facilitating most of the internal analysis efforts. His study has encompassed areas of <br />buikting permits and inspections that include revem~es expectations and obstacles, State <br />Building Code rule changes, and building permit software. <br /> <br />State Building Code. The 2003 Minnesota State Building Code is in the final stages of <br />the rule process and is expected to be published and effective early in March 2003. The <br />Code will become effective five working days after publication. Municipalities that <br />enforce the State Building Code will need to update their building code ordinance to <br />reflect the new building code in order to enforce it properly. Information regarding the <br />rule changes to the Minnesota State Building Code are attached to this report. <br /> <br />Curt Boganey has reviewed the rule-making process and has provided his analysis and <br />recolnmendations in a memoranduln dated February 27, 2003. (The Boganey review <br />memo is attached to this report.) Staff will review Boganey's findings during the Council <br />work session. <br /> <br />Building Permit Software. Staff has been studying building permit software and the <br />expenditure has been budgeted. Staff is to view a second software package on Friday and <br />possibly prepare a recommendation for Council consideration. <br /> <br />Action Statement: <br /> <br />Provide staff direction to carry out recommendations as outlined in Curt Boganey's <br />memorandum of February 2 7, 2003 and proceed with permit software implementation <br />as recommended by sttq~ <br /> <br />CCWS: 03.04.03 <br /> <br /> <br />
