CITY COUNCIL WORK SESSION <br />Topic Report: Storm water Policy <br />By: Brian E. Olson, Principal City Engineer <br /> <br />Background: <br /> <br />Since the inception and implementation of the storm drainage utility in 2000, there has <br />confusion between the use of the storm drainage utility fund and the stormwater <br />management fund. <br /> <br />Uses of Storm Drainage Utility Fund <br /> <br />· Correction of Drainage Problems in existing development <br />· Cleaning of soil deposition in pipes, ponds, regional ditches and roadside ditches <br />· Overall operation of storm drainage system <br />· Enhancement of the drainage system (increasing pipe size due to drainage problems) <br />· Cleaning of soil from streets (street sweeping) <br /> <br />Uses of Storm Water Management Fund <br /> <br />Providing positive drainage outlets for future development <br />Enhancement of drainage system (increasing pipe sizes to accommodate future <br />development) <br /> <br />On September 17, 2002, the City Council met at Work session and discussed the use of <br />the respective funds and directed Staff to continue to develop a plan that would clarify <br />the use of these funds. <br /> <br />Attached is a recommended policy for the use of the Storm Water Management Fund. <br /> <br />Action Statement: <br /> <br />Provide direction to staff to refine the attached policy so that it be used to help define <br />the responsibilities of Developer's and the City of Ramsey when it comes to the use of <br />Storm Water Management Fund for new developments and bring the policy to the City <br />Council for formal adoption. <br /> <br />CCWS: 3.18.03 <br /> <br /> <br />
