Suggested Policy relating to the use of the Storm Water Management Funds <br /> <br />Developers shall be responsible for all costs of installing "on site" improvements consistent <br />with the goals of the stormwater management plan without the use of stormwater <br />management funds generated from the development. <br /> <br />Downstream Off-site Expenditures (Based on the fund availability) <br /> <br />· In addition to all of the "on site" improvements, they will also be responsible for a portion of <br /> the downstream offsite expenditures that benefit their property. For example: <br /> <br />· Storm sewer overflow cost is estimated ~ $100,000. <br /> <br />· The development will contribute 100 units x $375/unit = $37,500 to the stormwater <br /> management fund. <br /> <br />· The Developer pays for all on-site storm sewer (pipes, ponds, etc.) included in the <br /> stormwater management plan. <br /> <br />· Total drainage area (excluding unbuildable land) that drains to the overflow = 100 <br /> acres <br /> <br />· Total development is 25 acres in size. <br /> <br />· 25% of the overflow cost is considered on-site improvement and covered by the <br /> Developer <br /> <br />· Developer would pay $25,000 (25%) for offsite expenditures that benefit his site <br /> <br />· Developer would pay an additional $37,500 in Storm Water Management Fees or use <br /> that amount towards the construction of offsite facilities <br /> <br />· The City of Ramsey would utilize the Storm Water Management Fund to complete <br /> the project. ($37,500) <br /> <br />Upstream Offsite Expenditures <br /> <br />The City of Ramsey would be responsible for the upstream "off-site" expenditures as <br />they do not benefit the development in any way but are necessary to complete so that <br />the objectives of the Stormwater Management Plan are completed and future <br />inconvenience to the new residents' is avoided and appropriate easements are <br />obtained. <br /> <br /> <br />
