State Highway Commission to restrict parking on the north side of <br />153rd Street from Highway 47 East to Roanoke Street. <br />Carried 5 to 0 <br /> <br />Bruce Bacon, Forester. Mr. Bruce Bacon, the City Forester, presented a <br />report on his program for Oak Wilt and Dutch Elm Disease. He stated <br />that pruning or trimming of Oak or Elm trees should cease as it helps to <br />spread the disease. He has also contacted the Anoka Electric Cooperative <br />to inform their] ine crews of this problem. He .also stated that we are awaiting <br />news of the application of the City for matching grants to combat and remove <br />the diseased trees. The Council discussed the shade tree planting requirement <br />before homeowners can move into their newly constructed homes. This require- <br />ment should be enforced in all cases. Clerk-Treasurer Walker to check on the <br />agreement with Grosslein on planting of the trees or shrubs and also check <br />with the Tom Thumb store manager on his agreement to plant. <br /> <br />Clerk-Treasurer Walker to check with the County Engineer on the easements <br />adjatentto the John Schutz property. <br />BILLS FOR APPROVAL <br />It was pdinted out by Mayor Cox that 70% of the lawyer's fees are directl~ <br />related to the suits against the City. <br /> <br />Motion by Councilman Gorham, seconded by Reimann to pay the bills as listed <br />and .the tota.1 is $25,290.47; <br /> <br />ROLL CALL Councilman Gorham Aye <br />Councilman Mickelson Aye <br />Councilman Reimann Aye <br />Councilwoman Oliphant Naye <br />Mayor Cox Aye <br /> <br />Ca rr i ed 4 td 1 <br /> <br />Councilwoman; Oliphant stated that the Naye vote is because she cannot vote to <br />pay the attorney's fees for the four Courlcilmens defense and one former City <br />employees defense by the City Attorney. She further stated as a member of <br />the Council she has never received a repdrt that the City's insurance did <br />not cover the lawsuit defense. <br /> <br />Mayor Cox indicated that the Council has received reports to the full Council <br />from the Attorney advising the full Council of the status of the insurance <br />companies position and there was not any outst{lnding objection at the time <br />that this was brought up to the full Councilor' comments from the minori ty <br />reporter or the Oliphant involved in the lawsuits against the staff or <br />Council people within the City of Ramsey. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Gorham to adjourn. <br /> <br />Carri ed 4 to 0 <br />Oliphant abstained <br /> <br />Meeting adjourned at 11 :00 p.m. <br /> <br />Respectfully submitted, <br /> <br />,/~j /v.(::.//..... <br />, 11/. . /~!
