We need more tax base and we need employ- <br />ment and places to trade, etc. If the Metro Council would pay us <br />to hold our wet land for keeping open land, it would be a good <br />idea but so far this hasn't been a fact of life. <br /> <br />In wet areas, in the interest of the public health, safety and <br />welfare, the Building Inspector will have to say no building per- <br />mits. We must tighten up the ordinance to prevent sewer from <br />coming in. This is what we are being told by the Metro Council. <br /> <br />Joseph Prause: He said Mr. Steffens had made a very good presen- <br />tation and said many of the things he might have said. He said <br />we have very valuable land but have used some of it for pol~ build- <br />ings, one of which has a valuation of $6100 on an acre of indus- <br />trial property. We could set aside some sort of industrial park <br />where such buildings could be put up. We should set up criteria <br />for these industrial parks for building set backs, parking, etc. <br />We should also have B-6-12 curb and gutter around the parking <br />area. The reason for this is that it gives us controlled devel- <br />opment. In Brooklyn Center underground sprinkling systems are <br />required. You have to have a meeting of the minds on esthetics <br />for the industrial and commercial areas. The planners of a devel- <br />opment should be informed in the preliminary stages what the grade <br />should be. In Coon Rapids three sets of plans are required, one <br />for the engineering department, one for the planning department <br />and one for the building inspector. Then all three departments <br />get together and after they have arrived at a plan, then they have <br />a meeting with the contractor. There are no hard and true guide- <br />lines. It always has to be tailored to the area, location and <br />situation. Coon Rapids is just getting into industrial develop- <br />ment now. They have Evergreen Industrial Park. It is all ready <br />for industrial development, located between University Avenue and <br />old Highway 10. Streets, curbs, gutters, sewer and water are in. <br />When they put in sewer and water, they had to have some place to <br />put the dirt so it was put in Sand Creek Park which was wet and low. <br />Now they have a very nice park there. <br /> <br />Don Greenberg: They have one area where they will not sell land <br />unless they put up a concrete building. In Coon Rapids they build <br />what their plan shows or else it eoes back to the Planning Com- <br />mission. The sooner we set up tighter restrictions, the more the <br />legitimate companies will want to come up here. These restrictions <br />must be put into such language that they will stand up in court. <br />The Building Inspector can only enforce the ordinances, not make <br />them. Mr. Greenberg feels it is up to the City of Ramsey to set <br />the criteria for the buildings. He also feels the industrial and <br />commercial areas should be engineered right now for grade and levels. <br />There is no point in putting in blacktop streets before sewer and <br />water, etc. are in. Calcium chloride can be used in the summer to <br />hold down the dust. Blacktop increases the taxable base of any <br />property.
