<br />CASE # 1 <br /> <br />SUMMARY OF 2006 PARKS CAPITAL IMPROVEMENT PROJECTS <br />COMPLETED <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Capital Improvement Program (CIP) is used to budget and plan for completing <br />improvement projects in the City. The park improvement program is an integral part of <br />the overall CIP program. Several projects were scheduled for 2006 and were approved <br />for construction by the City Council. They will be started in the fall of 2006 and <br />operational before the end ofthe 2006-2007 school year. The projects are summarized <br />below: <br /> <br />Phase 3 Elmcrest Improvements <br /> <br />2006 CIP Allocation $55,000 <br /> <br />Elmcrest Park Phase 1 improvements included mass grading, electric service, wen, <br />irrigation system and turf establishment for the playfields. The irrigation system was <br />sized to accommodate future needs as the park grew. Phase 2 improvements included <br />paving the parkway, parking lot and trails. Trees were also planted as part of the Phase 2 . <br />i!TIprovements using a combination of city forces and volunteers. <br /> <br />Phase 3 improvements will include shrubs and perennials in the boulevards, irrigation of <br />the shrubs and trees in the boulevards, installation of an arched bridge on the northern <br />trail and installation oft. The city expended $16,589 in labor/ equipment/ water costs <br />using the water truck to water the trees during the summer of2006. The installation of <br />the irrigation system will eliminate the need for this expenditure. The Elmcrest Phase 3 <br />improvements are shown in the CIP as $55,000 each year for 2006,2007 and 2008. The... <br />initial boulevard irrigation will be done this year followed by the plantings and additional <br />irrigation in future years. <br /> <br />Drinking Fountain(s) <br /> <br />2006 CIP Allocation $ 7,000 <br /> <br />Drinking fountains are a multi-year investment for those parks with municipal water <br />service. These are very popular, especially with the attached pet fountain. The 2006 <br />allocation is scheduled for Solstice Park and includes the pet fountain and a spray mister. <br /> <br />Hexagonal Shelter <br /> <br />2006 CIP Allocation $44,000 <br /> <br />The hexagonal shelters are also a multi:'year investment. They add a finished look to the <br />parks. The 2006 shelter is slated for Woodland Green Park and will provide shade for the <br />playground users. <br /> <br />Central Park New Shelter <br /> <br />2006 Lawful Gambling 'Fund <br /> <br />$ 44,410 <br /> <br />1 <br />
