COUNCIL BUSINESS <br />7.01: Adopt Resolution #25-071 Accepting Bids and Awarding Contract for High Point <br />Street Reconstruction, Improvement Project #25-05 <br /> <br />Assistant City Engineer Feriancek reviewed the Staff report in regard to accepting bids and <br />awarding a contract for the High Point Street reconstruction project. He shared the low bid came <br />from North Valley, Inc. of Nowthen, Minnesota, in the amount of $1,366,954.38. <br /> <br />Councilmember Specht asked if they were able to hear from the residents on feedback about <br />reducing the size of the cul-de-sac. <br /> <br />Assistant City Engineer Feriancek noted that they are opting for the standard size cul-de-sac which <br />will leave some greenspace for the residents to maintain. He said they decided not to adjust the <br />right-of-way at this time. He stated they had an open house and sent letters to the residents who <br />would be affected by this and they did not receive any feedback. <br /> <br />Councilmember Specht noted that there has been some confusion in the past with land like this <br />that is still owned by the City. He asked if they had considered selling the land to the homeowners <br />in the area. <br /> <br />Assistant City Engineer Feriancek said the only benefit to selling this land would be the additional <br />tax revenue that they could collect. He added that the homeowners would not be able to use this <br />land for much of anything other than a greenspace. <br /> <br />Mayor Heineman stated that retaining this land for now will give them the opportunity to sell it in <br />the future if the need arises. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Stewart, to adopt Resolution #25- <br />071 Accepting Bids and Awarding a Contract to North Valley, Inc. for the total amount of <br />$1,366,954.38 for High Point Street Reconstructions, Improvement Project #25-05. <br /> <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Olson, Stewart, Buscher, and <br />Specht. Voting No: None. Absent: Councilmembers Peters and Riley. <br />7.02: Introduce Ordinance #25-07: Sign Code Update <br /> <br />City Planner Martin reviewed the Staff report concerning the sign code updates. He shared the <br />Planning Commission’s recommendation of approval. <br /> <br />Councilmember Olson asked if this would take effect in 30 days or if the changes that were just <br />made to the charter would shorten this. <br /> <br />City Administrator Hagen explained that the change to the Charter takes 90 days to go into effect <br />so it will be done in mid-June. <br /> <br />City Council / April 22, 2025 <br />Page 4 of 6 <br /> <br /> <br />
