<br />Councilmember Specht thanked Staff for their hard work on these updates. He said he would not <br />be supporting this as he does not agree with every revision that was made, including changes to <br />signs in the rights-of-way and on personal property. <br /> <br />Councilmember Buscher shared that she believes they should be working to enforce this better and <br />some of the parameters put in place will make this very difficult for Staff to enforce. She said she <br />would like to have further discussions on this. <br /> <br />Mayor Heineman noted that when they were working through this at the Work Session, the idea <br />of freedom and speech overlapping was discussed. He said they looked at this very carefully and <br />they came to a conclusion that the updates as written were in line with legal precedence. He asked <br />if this was correct. <br /> <br />City Attorney Knaak said yes. <br /> <br />Councilmember Buscher asked if they would be able to approve what is currently in front of the <br />Council and then go back for further discussions around adding some more language into these <br />updates. <br /> <br />City Attorney Knaak recommended that the code gets adopted then they have additional <br />conversations around permitting of temporary signs or signs in the right-of-way. <br /> <br />Motion by Councilmember Buscher, seconded by Councilmember Olson, to introduce Ordinance <br />#25-07, Amending Chapter 117 of City Code and the COR Design Framework and Creating <br />Chapter 108 of City Code for Sign Regulations. <br /> <br />A roll call vote was performed: <br /> <br />Councilmember Buscher aye <br />Councilmember Riley absent <br />Councilmember Stewart aye <br />Councilmember Olson aye <br />Councilmember Specht nay <br />Councilmember Peters absent <br />Mayor Heineman aye <br /> <br />Motion carried. <br />8.
