urban and rural section with an 8-foot bituminous trail on the south side of the street, and an 8-foot bituminous trail between Krypton Street and TH 47 on the north side of the street. The Anoka County signal upgrade at Nowthen Boulevard from 2024, including turn lanes for westbound Alpine Drive, reconstructed approximately 740 linear feet of Alpine Drive east of Nowthen Boulevard (generally to Krypton Street). The ADT for this segment of Alpine Drive is 2,500. The total project length of Alpine Drive between Sunfish Lake Boulevard and TH 47 is approximately 1.02 miles. Municipal sewer, watermain, and storm sewer exist within the project area. The sewer was televised to determine the condition of the pipes and structures, no issues were discovered. Pavement History Alpine Drive between CR 57 and CSAH 5 was constructed in 1991. Since construction this segment has received three crack seal / seal coat treatment, the last in 2017. Alpine Drive between CSAH 5 and TH 47 was constructed in 1980 and overlaid in 2002. Since the overlay this segment received one crack seal / seal coat treatment in 2009. Review of the geotechnical report found clean soils under the pavement, however, groundwater was found within 3 feet of the pavement for an approximately 750-foot section of Alpine Drive which crosses wetland west of CSAH 5. Staff has observed pavement rutting in this area, likely caused by the high groundwater. Proposed Improvements Due to the high groundwater previously noted, the project includes raising the profile, generally between Sodium Street to 250 feet west of CSAH 5. The profile raise varies, but at a maximum the road will be 20-inches higher than existing. By raising the profile, the bottom of the pavement section will achieve at least 30-inches of separation from groundwater, and address the observed pavement rutting. Associated with raising the profile the concrete curb and gutter, storm sewer, and adjacent bituminous trail will be replaced in this stretch. Alpine Drive is an MSA street and must meet MSA 10-ton pavement strength design requirements. Portions of Alpine Drive, approximately 900 lineal feet in total, which were rebuilt as part of the Anoka County traffic signal updates are proposed to receive a 2-inch mill and overlay. The remaining project is proposed to have a street section of 4.5-inches new bituminous pavement over 6-inches aggregate base. The aggregate base is proposed to be made of recycle reclamation material. Spot concrete curb and gutter repairs are proposed. Alternate Bid Bituminous trail exists throughout the project area. The project includes an alternate bid for reconstruction of the bituminous trail and associated pedestrian ramps. The trails are proposed to be reconstructed with the reclamation rehabilitation process, which will not alter the location of the trails and minimize disturbance. Replacement of the trail is not included within the Capital Improvement Plan. The majority of the trail qualifies for MSA funding. Utilities Watermain, sanitary sewer and storm sewer exist throughout the project area. The project only includes storm sewer improvements. The project area being raised will require replacement of the storm sewer inlets and piping. Additionally, two corrugated metal pipe culverts are being upgraded to reinforced concrete pipe. Additional Permitting The project required MnDOT MSA approval prior to bidding, which has occurred. Because the project goes up to both the Anoka County and MnDOT right-of-way's, and will require temporary signage within said right-of-way's, permits from the respective organizations will be required.
