<br />Further discussion: Councilmember Elvig stated he is pleased about the quiet zone standards <br />that will be in place on Armstrong Boulevard. Public Works Director Olson indicated there are <br />four railroad crossings in the City of Ramsey; three are planned to meet quiet zone design <br />standards. There have been discussions with property owners in the northern area, and there will <br />likely be a request to add Alpine Drive, which will be the last remaining crossing, into the CIP. <br />The challenge will be to find a funding source for these improvements. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. <br /> <br />Case #7: <br /> <br />Approve Contract Amendment for Design of Armstrong Boulevard <br />Improvements - Improvement Project #06-20 <br /> <br />Public Works Director Olson indicated the Ramsey Town Center project requires improvement <br />of the adjoining County highways. The City entered into a Joint Powers Agreement (JP A) with <br />the County for these improvements, with the City being responsible for coordinating the design <br />and construction of the work. The City requested a proposal for design services for the <br />Armstrong Boulevard, Ramsey Boulevard and Sunfish Lake Boulevard improvements included <br />in the Ramsey Town Center AUAR and Master Development Agreement from TKDA. The <br />proposal was accepted at the June 8, 2004 Council meeting. The case included a note that the <br />costs were for design services only and contract amendments would be required as each project <br />got closer to bidding and construction. Mr. Olson stated the City has received a request for <br />Amendment No. 1 for bidding and construction services on the Armstrong Boulevard <br />Improvements. The project scope included in the JP A envisioned ending this project <br />approximately 1,000 feet north of the Armstrong BoulevardlBunker Lake Intersection. The <br />original agreement amount was $250,200. The scope of the project has been extended to end <br />1,000 feet north of the Alpine Drive/Bunker Lake Boulevard Intersection due to the Summerset <br />Meadows and Ramsey Crossings projects. The change in scope has nearly doubled the length of <br />the project. The requested increase in fees reflects the work required to change the scope of the <br />project. The requested increase in fees is $146,677 bringing the amount of the contract to a not <br />to exceed total of $396,877. Mr. Olson advised staff recommends approval of Contract <br />Amendment No. 1 with TKDA for the Armstrong Boulevard Improvements, Improvement <br />Project #06-20 in the amount of $146,677. <br /> <br />Councilmember Cook stated at the last Public Works Committee meeting they discussed a <br />pedestrian crossing on this particular project, and there was a possible tunnel for bike and <br />pedestrian traffic included in the plans for Ramsey Crossings. He asked if this crossing has been <br />able to be considered. <br /> <br />Public Works Director Olson replied the crossing is not included in this project. He spoke with <br />TKDA and there will be an add on that can be brought back on a future agenda. <br /> <br />City Administrator Norman reported another piece of discussion similar to the crossing add on is <br />the possibility of keeping the roadway open during this project construction. <br /> <br />City Council / October 24,2006 <br />Page 15 of 20 <br />
