<br />Councilmember Strommen indicated she would like the reference to Exhibit B removed from the <br />agreement. <br /> <br />Councilmember Elvig clarified these are County funds earmarked for Ramsey, not City funds. <br /> <br />HRA Executive Director Frolik explained there will not be any funds released to the City and <br />passed to ACCAP until the actual closing. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember, Olson, to authorize the Mayor <br />and City Administrator to execute the Grant Agreement with Anoka County HRA for the <br />property acquisition funds for the ACCAP Apartment site in Town Center, contingent on <br />references to Exhibit B being eliminated from the Agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #6: <br /> <br />Review Agreement with Railroad for Signal Improvements at Armstrong <br />Boulevard - Improvement Project #06-20 <br /> <br />Public Works Director Olson stated the Ramsey Town Center project requires improvement of <br />the adjoining County highways. The City entered into a Joint Powers Agreement (JP A) with the <br />County for these improvements, with the City being responsible for coordinating the design and <br />construction of the work. The work will include widening Armstrong Boulevard to two lanes in <br />each direction plus turn lanes to and from westbound TH 10. The railroad crossing will require <br />installation of a system that overrides the traffic signal when a train is approaching, allowing <br />vehicles on southbound Armstrong Boulevard a chance to clear the intersection before the <br />crossing arms comedown. Mr. Olson explained Burlington Northern Santa Fe Railroad does all <br />of the design and installation of work within their right-of-way and requires an agreement to <br />accomplish this work. The work on Ramsey Boulevard required a similar agreement. The <br />amount of the Ramsey Boulevard work was $523,017. The railroad requires that the estimate be <br />posted with a letter of credit or a cash deposit. The City of Ramsey does not typically issue <br />letters of credit. The cash deposit will be required to execute the agreement. The estimate for <br />the Armstrong Boulevard improvements has not been received at this time. <br /> <br />Public Works Director Olson indicated the lead time for a project of this size is approximately 8 <br />to 10 months. This section of Armstrong Boulevard will be reconstructed in 2007 with <br />construction anticipated to start in mid summer. Staff recommends the Council authorize signing <br />the Grade Crossing Signal Agreement with BNSF for Armstrong Boulevard Signal work subject <br />to making the suggested revisions, contingent on City Attorney review, and contingent upon the <br />design achieving quite zone standards. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to authorize signing the <br />Grade Crossing Signal Agreement with BNSF for Armstrong Boulevard Signal work subject to <br />making the suggested revisions, contingent on City Attorney review, and contingent upon the <br />design achieving quite zone standards. <br /> <br />City Council / October 24, 2006 <br />Page 14 of20 <br />
