<br />Community Development Director Trudgeon indicated the total development area to be rezoned <br />for the Northfork Office Condos project is approximately 11 acres, and includes Outlot A and <br />Lot 2, Block 1 of West Ramsey Industrial Park. The applicant wishes to develop 15 buildings on <br />Outlot A, which is 8.44 acres. The minimum lot size in the E-l Employment District is one acre, <br />and the site plan proposes 15 lots, approximately 8,000 square feet each. These 15 lots would be <br />further subdivided as Common Interest Community plats (CIC), resulting in up to 45 lots on the <br />8.44 acre piece. A PUD is needed because City Code does not provide standards for lots being <br />developed as common-interest-communities. In past plats, the City has utilized the PUD to <br />accommodate multiple buildings within a single development, platted as a CIC. The remainder <br />of the development area (Lot 2, Block 1) will be utilized for the community septic system and <br />well and will be encumbered with drainage and utility easements. Outlot B will become right-of- <br />way. Mr. Trudgeon advised staff and the Planning Commission recommend that the City <br />Council approve the zoning amendment to Planned Unit Development, contingent upon <br />Northfork Office Condos receiving final plat approval. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt Resolution #06- <br />10-335 adopting Findings of Fact #0781 relating to the request to rezone the subject property. <br /> <br />Further discussion: Councilmember Elvig inquired about the term CIC. Community <br />Development Director Trudgeon explained the term is used to identify something that has been <br />condoed. The City can approve the plat and the County completes the CIC. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to introduce an ordinance <br />rezoning the subject property from E-l Employment to Planned Unit Development for the <br />subject property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #5: <br /> <br />Authorization to Enter into a Grant Agreement with Anoka County Housing <br />and Redevelopment Authority for the Anoka County Community Action <br />Program (ACCAP) Apartment Project; Case of City of Ramsey <br /> <br />HRA Executive Director Frolik indicated this agreement with the Anoka County Housing and <br />Redevelopment Authority (HCHRA) was discussed by the HRA prior to this meeting. There <br />was discussion about the covenants that have not been included with this agreement. Ms. Frolik <br />explained the City will also have an agreement with ACCAP who will be the developer that will <br />list the covenants on the property. That agreement will be before the Council at the next Council <br />meeting for review and approval; nothing can happen until that loan agreement with ACCAP is <br />approved. Both agreements can be brought forward at that time, or the reference in this <br />agreement to Exhibit B can be removed and replaced with a statement that the City will cause <br />covenants to be placed on the property that will cause it to be affordable for a maximum of 20 <br />years. <br /> <br />City Council / October 24, 2006 <br />Page 13 of 20 <br />
