<br />Mayor Gamec indicated the 2006 Park Capital Improvement Projects were discussed at the work <br />session prior to this meeting. <br /> <br />Councilmember Elvig suggested doggie bag dispensers be included in the planned park projects. <br /> <br />Council consensus was to include two doggie bag dispensers at Elmcrest Park and one dispenser <br />at Titterud Park. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to approve the 2006 <br />Park's Capital Improvement Program in the amount and funding source presented, with the <br />addition of two doggie bag dispensers at Elmcrest Park and one doggie bag dispenser at Titterud <br />Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, and <br />Olson Pearson. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #12: <br /> <br />Water and Septic Service for Central Park's New Shelter <br /> <br />Public Works Director Olson indicated the proposed resolution authorizes the change order for <br />the addition of water and septic service for the new shelter at Central Park. The change order <br />would result in an additional $44,000 in funding from the lawful gambling fund. In reviewing <br />the scope of the proposed $75,515 change order from DNR Construction Services, it was <br />apparent the City may reduce this amount significantly by performing the trenching between the <br />two buildings using City forces and equipment. After eliminating the subcontractor trenching, <br />pipe and incidentals, the revised quote from DNR Construction is $36,710. The City's labor <br />commitment can be absorbed operationally, because the November/December work can be <br />accommodated around other duties. Out of pocket costs are anticipated to total $7,700. Mr. <br />Olson advised staff recommends proceeding with the revised change order to make the new park <br />shelter fully functional for the spring 2007 season, utilizing City forces to reduce the project cost <br />by $31,105. It is also recommended that $44,410 in Lawful Gambling Funds be authorized as <br />the funding source. The contract with DNR Construction Services would be in the amount of <br />$36,710 for completion of the bathrooms, plumbing and associated improvements to make the <br />Central Park Shelter fully functional. <br /> <br />Councilmember Elvig indicated he will be abstaining from this vote, as he has done work on a <br />non-bid relationship with DNR Construction Services. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to authorize staff to enter <br />into a contract with DNR Construction Services in the amount of $36,710 for completion of the <br />bathrooms, plumbing and associated improvements to make the Central Park Shelter fully <br />functional, and to adopt Resolution #06-10-339, authorizing the expenditure of Lawful Gambling <br />Funds for the above improvements. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Cook, Olson, Pearson, and <br />Strommen. Voting No: None. Abstain: Councilmember Elvig.
