destroyed and he will likely have to submit a bill to the City. One thing he would like to see
done is to change the City ordinance that states you cannot shoot within 500 feet of residences.

Mayor Gamec informed Mr. Enstrom there are designated hunting areas where people can hunt
to address the goose problem. Council has directed citizens with these concerns to work with the
Police Chief.

Mr. Enstrom stated the other alternative is that the DNR is willing to bring cannons in to chase
the geese away; he could have the cannons out tomorrow.

Mayor Gamec replied Mr. Enstrom must work with the Police Chief.

Mr. Enstrom asked ifthe City will accept responsibility for the damages from the geese.

Mayor Gamec responded in the negative.

Mr. Ed Specht, 8740 Mason Avenue in Elk River, stated he has visited with the Police Chief
about deer hunting.

Police Chief Way reported he met with Mr. Specht last week and suggested he come to the
Council meeting because his situation with deer is different than the goose problem. There are
questions regarding slugs versus shotguns, and there are people whose yards back up to Mr.
Specht's 160 acres on three sides. Direction is needed from the Council. Mr. Way indicated he
would like to talk with Councilmember Elvig, who does a lot of hunting, about the hunting
request. The hunting on Mr. Specht's property would be by Mr. Specht and his brother with
slugs only.

Mayor Gamec asked if the timetable would allow this request to be addressed at the next Council
meeting.

Police Chief Way replied the next City Council meeting is scheduled for November lih; hunting
season starts November 4th.

Councilmember Pearson stated there is a great number of deer in the area of Mr. Specht's
property.

Consensus of the Council was that the Police Chief review the property and hunting request by
Mr. Specht and determine whether a permit should be allowed, and that a Councilmember review
the property with the Police Chief.

APPROVE AGENDA

City Administrator Norman indicated Case No.9 will be moved up in the agenda to Case No.
lA.

City Council / October 24, 2006
