<br />Motion by Councilmember Peters, seconded by Councilmember Olson, to adopt Ordinance #25- <br />07, Amending Chapter 117 of City Code and the COR Design Framework and Creating Chapter <br />108 of City Code for Sign Regulations. <br /> <br />Further Discussion: <br /> <br />Councilmember Buscher noted that at the last meeting, she shared that she had some issues with <br />certain policies that went along with sign regulations; however, she will be supporting this update <br />as she believes the new code will help the City. <br /> <br />Mayor Heineman explained that he discussed this with City Attorney Knaak and he asked if this <br />was a good execution of addressing sign codes and previous rulings of constitutionality, and City <br />Attorney Knaak said yes. MAYOR, COUNCIL AND STAFF INPUT <br />8.01 Legislative Update <br /> <br />City Administrator Hagen reviewed a legislative update with the Council. He shared that their TIF- <br />14 request is included in a tax bill and their lawmakers will continue to advocate for language <br />change for the sales-use tax exemption related to the water treatment plant. <br /> <br />Councilmember Riley asked about the status of the local zoning bills. <br /> <br />City Administrator Hagen said these bills have not died yet; however, he hopes that nothing passes <br />this year, and the legislature works with cities on this before going into the next session. <br /> <br />City Attorney Knaak added that the League of Minnesota Cities is warning that these efforts are <br />expected to continue and that some of these zoning regulation changes could be snuck into other <br />bills. <br /> <br />City Administrator Hagen announced upcoming meetings and events. <br /> <br />Councilmember Riley reminded residents that property taxes are due on May 15. <br />City Council / May 13, 2025 <br />Page 6 of 7 <br /> <br /> <br />
