City of Ramsey <br />Credit Card Policy <br />Issued October 2006 <br />The City council hereby authorizes the use of a credit card for the purchase of fuel for <br />City owned vehicles and limited department head use for approved budgeted charges <br />where a PO or check is not feasible. <br />An authorized user must be a City employee or a member of the Police Reserve and is <br />authorized to operate the City owned vehicle. A valid employee ID or Police ID # will be <br />required to be entered before a transaction can be initiated. A unique card will be issued <br />to each City vehicle and assigned to a department. Limited supervisor cards will be <br />issued by department heads. <br />The only purchase authorized for the credit card payment at this time is pay -at -the pump <br />fuel/car wash purchases for City owned vehicles. The cards will only be valid at the <br />pump. Inside purchases will not be authorized. <br />A $100 daily limit will be placed on each vehicle card. Any variance from this standard <br />must be approved by department heads. <br />All invoices presented for payment will be supported by detailed itemized reports on each <br />transaction and will be reviewed/approved by department heads prior to payment. <br />Payment will be made electronically according to the terms of the agreement. <br />It is not the intent of this policy to issue additional debt or create a new form of debt for <br />the City. This policy simply authorizes another type of payment. It is the intent of this <br />policy that the City will pay off the entire credit card balance each month. <br />The City's fmance department will administer the card distribution and maintain <br />appropriate set -up parameters. Department heads are responsible for the safe protection <br />of the cards and the review /approval of all charges generated from cards assigned to their <br />department. <br />This policy prohibits the use of a city credit card for personal purchases. Any officer, <br />employee, or police reserve who makes a direct credit -card purchase that is not approved <br />by the city council will be held personally liable for the amount of purchase. <br />
