Preliminary Plat and Site Plan Review: Ebony Woods <br />August 31, 2006 <br />Revised: September 22, 2006 <br />Page 4 of 6 <br />Ramsey Boulevard; Thl O / Feldspar St; TH 10 / Sunfish Lake Boulevard; Riverdale Dr / <br />Feldspar St. This study showed that all of the above key intersections operated at an <br />acceptable level of service with the exception of the TH10 / Sunfish Lake Boulevard <br />which operates at a LOS E during the pm peak hour due to the high level of through <br />traffic on Highway 10. It is important to note that this unacceptable level of service is not <br />associated with the traffic being generated on Riverdale Drive, but is attributable to the <br />traffic on Highway 10. The City is working with MnDOT to improve the capacity of TH <br />10. The improvement to the Sunfish Lake intersection is currently scheduled for 2008. <br />12. Utilities and Water Usage: The development will need to be served by municipal water <br />and sanitary sewer. These services were installed in Ebony Street in 2005 and two <br />services were stubbed out at the direction of the property owner who had anticipated two <br />multifamily units being developed on the site. A utility plan dated August 3, 2006 has <br />been submitted illustrating how the six twinhome units proposed would be served by the <br />utility stubs provided. The connection proposed in this plan for the sanitary sewer <br />services in this plan is generally acceptable, however staff would recommend that <br />cleanout be provided at each location were the flow would make a 90 degree bend or <br />greater. This would require additional cleanouts for the building sewers servicing units 2, <br />4 and 5. With regard to the water services to these units, staff is recommending that a 4- <br />inch ductile iron watermain be placed parallel to Ebony Street behind the east curb line to <br />service all six units. This 4 -inch main would be connected into the two 4 -inch- service <br />stubs currently in place. All six units would be provided with a 1 -inch copper service <br />stubbed into the 4 -inch ductile iron watermain. The developer will need to pay sewer and <br />water trunk charges on five units (a single trunk charge was assessed at the time the sewer <br />and watermain was installed for the existing lot of record). In addition the developer shall <br />be responsible for the costs associated with modifying the building services including <br />restoration within the right of way of Ebony Street. <br />13. Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash at the rate of <br />$2400.00 per unit, land, or a combination of the two. <br />14. Trail Development Fees: The City has enacted a Trail Development Fee. The current <br />rate is $580 per dwelling unit. <br />15. Sidewalks: City Code requires the installation sidewalks along one side of all non cul -de- <br />sac public streets. A sidewalk is currently in place along the east side of Ebony Street. <br />This sidewalk will need to be protected or restored following the construction activity. <br />16. Stormwater Management Fee: The City has enacted a stormwater management fee; the <br />current rate is $397.00 per unit. The payment of this fee will be required prior to <br />recording the plat. <br />• <br />• <br />
