Preliminary Plat and Site Plan Review: Ebony Woods
August 31, 2006
Revised: September 22, 2006
Page5of6
17. Landscaping Plan: The May 11, 2006 landscaping plan is generally acceptable with the
following comments:
o Foundation plantings, including shrubs, perennials, and possibly ornamental grasses,
around each of the units are strongly encouraged.
o Planting depth shall be such that the trunk flare is at or just above grade level. Trees
planted too deeply will be rejected.
o At installation, only prune branches that are broken or deformed.
o Any pruning cuts that are necessary shall be made just outside the branch collar, NOT
flush with bark.
o Deciduous trees shall have a caliper of at least 1 inch and coniferous trees shall be at
least five (5) feet in height at installation.
o A 2- to 4 -inch layer of organic mulch, covering at least the area of the planting hole,
shall be applied (do NOT pile mulch up around trunks).
o All areas not otherwise improved in accordance with the approved site plan must be
sodded. All landscaped areas must be irrigated, with the exception of the tree
preservation area. The proposed irrigation system will need to be reviewed by the City
Engineer. The irrigation system will need a dedicated service(s) that must be shown
on the utility plan. Please submit details regarding the utilities for such a system.
16. Density Transitionina: Density transitioning is required along the eastern boundary of the
site. Existing vegetation within the tree preservation area appears to satisfy the
transitioning requirement. The lot to the south, Lot 1 Block 1 Clemens 2 ° a Add, is
currently vacant. City Code does not require density transitioning measures when a
proposed residential development is adjacent to a vacant parcel. However, that lot was
just recently created (received final plat approval in November of 2005) with the intent of
constructing a single family home on the lot. Council will need to weigh in on whether
any transitioning measures need to be instituted along the southern property line. Some
factors to consider include:
• There are two rows of trees, consisting of red pine and green ash, as well as several
silver maples, on the adjacent vacant lot, along the common property line that would
provide some buffering.
• These existing trees are not under the control of the developer, and thus no
conditions /stipulations can be placed on them concerning preserving or replacing
them.
• If additional landscaping, is required for transitioning purposes, there is not adequate
growing space between the proposed building and the property line, considering the
canopy spread of the existing trees. A revised site layout would be necessary.
17. Tree Preservation Plan: The tree preservation plan, dated May 11, 2006, is acceptable.
Tree save fencing must be installed prior to any construction activity and must remain in
place and in tact throughout the development of the site. There shall be no activity within
