CONSIDER JOINT POWERS AGREEMENT FOR RAMSEY STAR EXPRESS COMMUTER COACH SERVICE By: Brian E. Olson, Director of Public Works / Principal City Engineer Background: On October 24, 2006, the City Council authorized Staff to begin the new Ramsey Star Express Commuter Coach service connecting Ramsey to Minneapolis. Attached to this case is a draft of the Joint Powers Agreement that was approved by the Northstar Corridor Development Authority on Thursday, Nov 2, 2006. One of the changes that Staff has requested is to eliminate reference to an expansion of the Northstar Commuter Coach. Our ability to capture the federal grant is contingent upon this service being a separate service and not an expansion of existing service. Another change that Staff has requested is to refer to this service as the Ramsey Star Express instead of the Ramsey Coach service. We are currently unsure as to the status of these requested changes and therefore have attached the current draft until we here from the legal counsel of NCDA. We are expecting to have an new copy provided at the meeting. Pursuant to the direction of the City Council on October 24, 2006, we have had discussions with Anoka County, Met Council, and LSA to learn more about the rate structure and how we can implement another rate between $2.75 and $4.50 per trip. John Harper from the Metropolitan Council has agreed to attend the work session earlier in the evening to answer any questions that you may have relative to the rate structure. Recommendation: Staff recommends authorizing the execution of the attached Joint Powers Agreement with the Northstar Corridor Development Authority. Council Action: A motion authorizing the execution of the attached Joint Powers Agreement with the Northstar Corridor Development Authority.
