REPORT FROM PUBLIC WORKS By: Public Works Staff CASE # 1 Background: The Public Works Committee met on Tuesday, October 17, 2006 and discussed the following four cases: CITIZEN INPUT There was none Case #1 Review Stormwater Pollution Control Ordinance Background: The City of Ramsey is required to obtain a permit under the National Pollutant Discharge Elimination System Phase II program (NPDES II). Staff has applied for the permit and submitted the Storm Water Pollution Prevention Plan (SWPPP) for public notice. One of the mandatory elements for every participant in the NPDES II program is development of an ordinance to control storm water runoff during construction. The ordinance was reviewed and revised by staff after the public hearing and will be submitted to the Planning Commission for a public hearing in November. The ordinance must be adopted by the City before the end of 2006. Staff would like to present the ordinance (which is attached to this report) to Council prior to the request for adoption. Motion to recommend that the City Council adopt the Storm Water Pollution Control Ordinance. Action: Ratify the recommendation of the Public Works Committee. Case #2 Consider Policy for Traffic Control Modification Requests Background: - The City periodically receives citizen requests for traffic control modifications. The current policy for bringing an issue before the Public Works Committee for review requires only a written request or an email from a single individual. This issue was reviewed by the Public Works Committee at the September 19, 2006 meeting and it was recommended to City Council that staff be directed to modify the policy for presenting traffic modification requests to the Public Works Committee.
