REPORT FROM PUBLIC WORKS <br />By: Public Works Staff <br />CASE # 1 <br />Background: <br />The Public Works Committee met on Tuesday, October 17, 2006 and discussed the following <br />four cases: <br />CITIZEN INPUT <br />There was none <br />Case #1 Review Stormwater Pollution Control Ordinance <br />Background: <br />The City of Ramsey is required to obtain a permit under the National Pollutant Discharge <br />Elimination System Phase II program (NPDES II). Staff has applied for the permit and <br />submitted the Storm Water Pollution Prevention Plan (SWPPP) for public notice. One of the <br />mandatory elements for every participant in the NPDES II program is development of an <br />ordinance to control storm water runoff during construction. <br />The ordinance was reviewed and revised by staff after the public hearing and will be submitted <br />to the Planning Commission for a public hearing in November. The ordinance must be adopted <br />by the City before the end of 2006. Staff would like to present the ordinance (which is attached <br />to this report) to Council prior to the request for adoption. <br />Motion to recommend that the City Council adopt the Storm Water Pollution Control Ordinance. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #2 Consider Policy for Traffic Control Modification Requests <br />Background: - <br />The City periodically receives citizen requests for traffic control modifications. The current <br />policy for bringing an issue before the Public Works Committee for review requires only a <br />written request or an email from a single individual. This issue was reviewed by the Public <br />Works Committee at the September 19, 2006 meeting and it was recommended to City Council <br />that staff be directed to modify the policy for presenting traffic modification requests to the <br />Public Works Committee. The City Council responded at their October 10, 2006 meeting by <br />-267- <br />
