that are needed for the alignment; there is a total of four parcels that require acquisition for the <br />road alignment. Mr. Peterson has approached the City Planning Department with a request for <br />consideration of platting certain lots; in consideration of that Mr. Peterson would dedicate right - <br />of -way for 167 Avenue. Staff noted there are some issues with the platting process that would <br />require variances. <br />Mr. John Peterson, Oakwood Land Development, stated he believes the road was designed for a <br />35 mph speed limit, which he needs to confirm. His goal is not to create new lots or new houses; <br />he is simply trying to give the City the right -of -way and secondly to make the lots of the three <br />existing houses normal City sewer and water lots; the balance of the land could be outlots that <br />could be incorporated into other developments. The three existing houses are being rented and <br />he would like to be able to sell them as owner occupied homes. He indicated there is one house <br />in the proposed road alignment that would need to be taken down. <br />Consensus of the Committee was to move the 167 Alignment forward and pursue it as a plan. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Whistle Free Zones <br />Councilmember Cook indicated he received a call from a resident in Northfork regarding three or <br />four residents that are working together to try'to get an upgrade at the Alpine Drive Railroad <br />Crossing to meet the requirements of a Whistle Free Zone. The resident emailed him a website <br />with possible ways to designate a Whistle Free Zone. <br />The Committee discussed standards for Whistle Free Zones and the planned upgrades at the <br />crossings located at Ramsey, Armstrong and Sunfish Lake Boulevards. <br />Public Works Director Olson indicated the Ramsey, Armstrong and Sunfish Lake Boulevard <br />crossings are being upgraded as part of the Joint Powers Agreement with the County and there <br />are funding mechanisms in place for the upgrades. These crossings are expected to meet Whistle <br />Free standards by 2009; Alpine Drive is currently not in the 2007 -2011 CIP. Staff has talked <br />with representatives of the Northfork Homeowner's Association and are expecting to receive a <br />petition for the inclusion of Alpine Drive railroad crossing in a future CIP. <br />Action: <br />No action required <br />Armstrong Boulevard Reconstruction Project <br />Public Works Director Olson presented the preliminary design of Armstrong Boulevard. He <br />indicated following this project the only regional roadway improvement remaining around the <br />perimeter of Town Center will be CR 116.
