• <br />• <br />At the September 19, 2006 Public Works Committee meeting discussion was initiated on how <br />crosswalks should be marked at crossings of Anoka County highways. Staff has learned that <br />Anoka County Highway Department policy regarding crosswalks is as follows: <br />A review of the existing trail system within the City shows that there are five signalized <br />intersections on County roads where crosswalks are marked. These locations include; CR <br />116/Dysprosium St; CR 56 /Sunwood Dr; Cr 56/CR116; CR116 /TH47; and CSAH 5 /TH 47. In <br />addition, two trail crossings are located at intersections where county roads have a stop <br />condition. These locations include CR 57 /Alpine Dr. and CR57 and CR 116. In addition the <br />intersection of CSAH 5 and Alpine Dr is anticipated to meet warrants for an all way stop. <br />The remaining trail crossings include the following nine locations: CR 116 /Sunwood Dr; CR <br />116/Rhinestone St; CR 116 /Town Center Dr; CR 116 /Zeolite St; CR 56/E. Ramsey Pkwy; CR <br />57 /Sunwood Dr; CR 57/153 La; CR 57 /Sodium St; CSAH 5 /Alpine Dr. Mr. Jankowski advised <br />there are also a number of locations where the City's proposed trail system will cross County <br />highways at locations other than at intersections. The listing of these locations is as follows: <br />CSAH 5 /CD #3; CSAH 5 /Trott Brook; CR 56 /CD #3; CR 56 /Titterud Park; CR 83 /Trott Brook; <br />CR 83/Power line n/o 176 Ave. Staff advised the cost of placing pavement markings, <br />pedestrian crossing and advance pedestrian crossing signs would be $1,100 per crossing. <br />Consensus of the Committee was to direct staff to draft a comprehensive map of possible <br />locations for trail crossings and pedestrian underpasses to be presented to the Park Board for <br />review prior to further discussion by the Public Works Committee. <br />Action: <br />• Signalized intersections have crosswalk pavement markings, which are installed and <br />maintained by the County. <br />• All way stop intersections may be marked with crosswalk pavement markings but do not <br />require warning signs. If the City wishes to have any of these crossing marked, <br />installation and maintenance of the crossing would be at City expense. <br />• Intersections on which County traffic does not stop would be subject to a review on a <br />case by case basis. The Minnesota Manual on Uniform Traffic Control provides guidance <br />that states "Crosswalks lines should not be used indiscriminately. An engineering study <br />should be performed before they are installed at locations away from traffic signals or <br />STOP signs." <br />Ratify the recommendation of the Public Works Committee. <br />COMMITTEE INPUT <br />Discuss 167 MSA Alignment <br />When the Brookfield subdivision was platted there was a decision made to route the 167 <br />Avenue collector street to the south with a general alignment that was thought to be feasible. <br />Mr. Peterson of Oakwood Land Development has property rights to a couple of the properties <br />_269_ <br />
