HE2S
www.ae2s.com
June 3, 2025
Bruce Westby
City of Ramsey
7550 Sunwood Drive NW
Ramsey, MN 55303
Re: Water Treatment Plant — Construction Contingency Expense No. 9
Dear Mr. Westby:
AE2S continues to oversee the construction of the City of Ramsey's new WTP. Magney Construction has
completed the concrete pours for the reservoir as well as most of the concrete pours up to 128' of the Water
Treatment Plant. Subcontractors have completed electrical conduit installation within the electrical room,
floor slabs throughout the facility and framing of the administration spaces. Subcontractors have completed
all CMU block work for the facility. Steel beam installation has been completed in the pipe gallery up to
elevation 128'. Waterproofing and insulation on both the walls and the lid of the reservoir have been
installed. Site piping has been installed for sanitary, raw, and fmished water connecting to utility in the right
of way. Process piping continues to be installed in the pipe gallery and is about 80% complete. AE2S'
engineering team has continued to coordinate with Magney and further refine the details of installation of
equipment. Through those investigations we have identified some items that will require adjustments. This
letter is intended to outline those adjustments and summarize the current project budget in order for the
City to fully understand the status of the project.
Basis for of Construction Contingency Expenses:
Currently nineteen (19) requests for pricing (RFP) have been submitted to Magney. To date AE2S has
received pricing back on eighteen (18) of the RFP's, and has received eighteen (21) separate Contractor
proposals. The Engineer has received all of the received proposals and recommends that the Owner move
forward with approving Construction Contingency Expense No. 9, which includes Proposal No. 032,
Proposal No. 36, Proposal No. 37, Proposal No. 38, Proposal No. 39, Proposal No. 40, and Manhole No. 1
price changes. Descriptions of the changes are described below and proposals and associated initiation
documents are attached for reference. If the Contractor would like to include a request for extension as a
result of these changes, a formal Change Order request will be issued at a different time.
001
RFP 001
Mixing Pumps Pipe
Upsizing
$51,287.38
Y
Approved —
Construction Contingency Expense 1
002
RFP 003
Admin Ceiling Grid
Color
N
Approved —
Approved
Construction Contingency Expense 1
003
Incidental
Building Permit
Reimbursement
$62,887.28
I'
Approved —
Construction Contingency Expense 2
004
RFP 002
Upsizing Air
Exchange in Plate
Settler Room
$16,580.02
N
Approved —
Construction Contingency Expense 2
005
RFP 006
Storm and Plumbing
Updates
$22,550.28
y
Approved —
Construction Contingency Expense 1
006
RFP 005
Flowable Fill
-
N
City and Engineer Rejected
007
RFP 004
Blower Pipe
Upsizing
$55,230.60
Z'
Approved —
Construction Contingency Expense 2
Advanced Engineering and Environmental Services, Inc.
6901 East Fish Lake Road, Suite 184 • Water Tower Place Business Center • Maple Grove, MN 55369 • 763-463-5036
