<br />POLICY BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Wetlands Study Contract Status <br /> <br />Zoning and Recycling Coordinator Anderson stated that the City was still in discussion with <br />Westwood Professional Services regarding City Council approval for the budget supplement <br />necessary to complete the wetland functions and values study at the last EPB meeting. The <br />additional funding necessary to complete this study was estimated to be $19,163.25. After <br />applying the difference between the original contract amount of $33,320 and the initial transfer <br />of $35,000 (a difference of $1,680.00), the additional funding necessary to complete the study <br />was estimated to be $17,483.25. <br /> <br />He stated that at the September 26 Finance Committee meeting, Staff brought forward a <br />proposed resolution authorizing the transfer of $20,000.00 from the Landfill Tipping Fund Fee to <br />the General Fund to complete this study. After some discussion, which focused mostly on the <br />fact that the contractor got ahead of themselves with work versus invoicing rather than on the <br />merits of the study or the importance of the study, the Finance Committee unanimously voted to <br />recommend City Council approve the transfer. <br /> <br />Coordinator Anderson stated that the City Council authorized the transfer of funds to complete <br />the functions and values study. He stated that it is anticipated that the field work could be <br />completed by week's end. <br /> <br />Coordinator Anderson explained that Mr. Ron Peterson was unable to attend the City Council <br />meeting, as EPB members had requested, because he was out of town. Coordinator Anderson <br />stated that he did not want to push the discussion back for a later meeting so he brought the <br />recommendation forward at the last City Council meeting. <br /> <br />Acting Chairperson Olds clarified that the project is still coming in under the full completion <br />budget. <br /> <br />Coordinator Anderson stated again that the City Council did understand that the contractor <br />simply got ahead of themselves with work versus invoicing, but they still look at the end result as <br />being worthwhile. <br /> <br />Coordinator Anderson stated that sometime later this year, Westwood Professional Services will <br />be presenting their findings to the EPB members prior to the City Council adopting the report. <br /> <br />Board Member Hustvedt asked what can be done in the future to prevent this from happening <br />agam. <br /> <br />Coordinator Anderson stated that is a matter that the City Council directed Staff to bring to a <br />work session, and requested that Staff come up with a procedure or policy for this type of thing. <br /> <br />Environmental Policy Board!
