Board Member Bentz stated that typically a project leader would do a better job of overseeing a
project such as this.

Coordinator Anderson stated it was unfortunate that it got to this point, but at the same time the
City is back on line to wrap up the project with Westwood Professional Services. He stated that
Westwood Professional Services didn't go outside the realm of what they were asked to do, but
the communication to the City didn't meet with the original expectation.

Board Member Bentz asked if they gave an estimate as far as a time line for completion.

Coordinator Anderson stated that the wetland field work could be completed within a matter of
days, but compiling data and getting the actual report may take longer. He explained that Mr.
Peterson reported to him that no matter what, this is a not-to-exceed amount. He stated that even
if they accounted for ten (10) hours of field work and it takes twenty (20) hours, the cost will not
go up. He stated that he felt there was a possibility there would be a presentation to the EPB at
the November meeting.

Board Member Bentz asked if the City would look at a bidding process if a natural resources
inventory is done.

Coordinator Anderson stated he envisioned doing an RFP for that since that would be a much
larger project.

Case #2:

Wetland Buffer Guidebook Discussion

Board Member Hustvedt passed around copies of the draft Wetland Buffer Guidebook. He
suggested that the EPB members look through it and critique it.

Acting Chairperson aIds stated that he was impressed with the information contained in the draft
copy, but asked what type of format would be preferable.

Board Member Hustvedt stated that the draft is just a broad type of copy with no specific format.
He explained that it can be revised, but he was bringing it to the EPB members for discussion
about content, suggestions, and new ideas.

Board Member Bentz asked if it could be more specific to the type of wetlands in Ramsey. He
asked if images can be specific to the actual environment.

Board Member Hustvedt stated there will also be more specifics from the report from Westwood
Professional Services included in the guidebook.

Coordinator Anderson stated that graphics would add to the printing cost.

Board Member Bentz asked if graphics could be added to the web page verSIOn of the
guidebook.

Environmental Policy Board!
