<br />Chairperson Nixt commented a PUD accommodates the number of units on the site plan and the <br />smaller lots. He is not convinced there is not the potential for recurring congestion in the rear of <br />the warehouse buildings. <br /> <br />Mr. Campbell suggested this could be alleviated by moving the buildings further apart. <br /> <br />Chairperson Nixt noted another possibility would be to eliminate a building, which would create <br />some space and preserve the greenspace that is needed. <br /> <br />Mr. Steve Ness, St. Andrews Investment Group, LLC, stated the way the site is laid out is great <br />for the purpose it will be used for, which is for incubators for small businesses. There will not be <br />huge semis coming in and out of the site; there will probably be one or two people in a building <br />at one time. He already has three units presold and his goal is to have all 15 units presold by the <br />end of the year. By doing that he comes in at $100 per square foot and can sell them out at $120 <br />per square foot, which is still $20 below market. Eliminating a building would eliminate Y2 <br />million dollars for him to be able to get this development done. Mr. Ness stated he can pick up <br />this property for a lot cheaper than he can build it over here, and can create revenue for the City <br />on a challenged site. His goal is to draw in the type of people that can afford a small 1,400 <br />square foot office warehouse building. He has been dealing with a lot of small business owners, <br />and that is what a lot of them are looking for. <br /> <br />Commissioner Cleveland suggested restricting the size of the trucks that use the facility. <br /> <br />Mr. Ness indicated this type of requirement could be included in the Association Agreement. <br /> <br />Chairperson Nixt stated people will not pull their trucks into these bays because it is valuable <br />square footage for shelving, storage and office space. He expressed concern that there will be 30 <br />units and the vehicles will sit outside the buildings. He stressed his concern about the access and <br />deliveries, and about panel trucks parked behind the buildings while the tenants are working in <br />their unit for two to three hours each day. <br /> <br />Mr. Ness suggested including outlot parking on the other 2 ~ acre lot. <br /> <br />Chairperson Nixt commented the building concept is well thought out, but he is somewhat <br />skeptical that it will be as smooth flowing as the developer thinks, and that the road will be <br />virtually unimpeded during most of the day other than deliveries. He stated any office warehouse <br />in town that has multi-tenants will have a number of vehicles parked behind the building, which <br />will impede deliveries. He does not want to create those problems for the City, and is in <br />opposition to this for that reason. <br /> <br />Mr. Campbell indicated some of the landscaping could be eliminated with the buildings moved <br />closer to the railroad tracks. <br /> <br />Chairperson Nixt replied he would not be in favor of that. <br /> <br />Planning Commission/October 5, 2006 <br />Page 15 of 20 <br />
