'!he developnent site will pull drainage off of <br />surrounding residential properties onto the site's holding IX>nd; the holding <br />fOnd on Hwy. .47 overflCMs into the HighwB!.i Departments drainage easement along <br />Hwy. #47; drainage out of the second fOnd in the southeast corner is set belCM <br />the property lines of adjacent properties and overflCMs into the river. Mr. <br />Miller added that developing the site should alleviate the problans Mrs. Olson <br />is having with trespassing because the developer will be controlling access <br />through the site. <br /> <br />Mr. Leonard McLaughlin stated that the profOsed aparbnents appear to be a <br />tCMnhane arrangement; the aparbnents have attached garages, individual <br />entrances, individual footprints and are aimed at the upper income rent bracket <br />to match River's Bend; there will be no above or belCM residences. <br /> <br />Mr. Richey stated that Anoka grants variances based on hardship and the burden <br />of proof is on the developer. <br /> <br />Mr. Goodrich read the City's ordinance regarding variance requiranents. <br /> <br />Cbuncil proceeded to review the profOsed findings of fact. <br /> <br />Mr. Schnelle stated that the developnent will enhance Ramsey and Cbuncil should <br />table the case and review the site plan prior to making a decision.
